Jammu, Nov 18: To save the interests of land grabbers who have illegally taken over government land at Kunjwani, state government has allegedly dropped its plan to construct flyover, to ease traffic pressure on the highway. Sources said pressure by some political leaders close to ruling parties and influential persons having residential and commercial properties on the road came in way to change the project.In reply to RTI application, National Highway Authority of Indian (NHAI) has revealed that a letter was sent by Roads and Building Department (R&B) written to NHAI not to pursue the project to construct Reverse Trumpet Interchange Flyover at Kunjwani keeping in view the displacement of and demolition of many structures. "Therefore, in order to avoid demolition of large numbers of Buildings/ Structures, a minor conflict is acceptable by provision of rotary at centre to regulate the traffic flow, elevated flyover with rotary at centre having involvement of 17 kanals of land acquisition is acceptable", letter says. Official sources said that land measuring 120 kanals of village Deeli-Kunjwani Bye Pass, tehsil Jammu was notified under section 4 (I) of Land Acquisition Act in 2005 for public purpose for widening of national highway. The land was also notified under section 6 and 7 of the Act by Financial Commissioner (Revenue), Jammu and Kashmir government in 2008. It is pertinent to mention here that Kunjwani flyover is not the only project which has been changed to keep the land mafia happy, but B.C Road-Amphalla flyover project also got struck in red-tapism, because of opposition from senior Congress leader. Approved in 2007-08 with the initial estimated cost of Rs. 18.4 crore and road-widening process has to be started from Shakuntla Chowk up to Rehari Chungi (Balwinder Chowk) and Amphalla (Mian Dido Chowk ). The alternative road up to High Court complex at Janipur from Manda ( National Highway) was also conceived to ease traffic congestion on New Plot Janipur road about five years back but this project has also been placed in cold storage while the traffic congestion problem has aggravated manifold on this link in past few years especially during Darbar move.
