| Numb SVO sleeps over IAY, MGNREGA irregularities | | | Early Times Report
Srinagar, Nov 18: The State Vigilance Organisation (SVO) is yet to initiate a probe into the misappropriation of Indira Awaas Yojna (IAY) and MGNREGA funds in Kutabal Jeddan village of Central Kashmir's Budgam district inspite of the directions of the Special Anti Corruption Court Srinagar which had also sought a report from the SVO. The authorities instead of taking action against the culprits have promoted the former Block Development Officer (BDO) of Chadoora block during whose tenure this bungling took place. The Minister of Rural Development Ali Mohammad Sagar recently launched a helpline and toll free number 18001807021 for registering the grievances by the people with regard to the implementation of various Rural Development Schemes , complaints against the officials of Rural Development etc but his own Department too is reluctant to initiate action against a Sarpanch and the Deputy Sarpanch of Kutabal Jeddan village in Chadoora block of Budgam district who swindled money meant for poor and homeless people under IAY and funds allotted under MGNREGA. The State Vigilance Organisation hasn't even registered a case against the involved officials of Rural Development Department including the Sarpanch inspite of the fact that present BDO of Chadoora block Abdul Qayoom recovered an amount of Rs 5.53 lakhs of swindled money from the Sarpanch and still he has to pay few more lakhs towards the Government. The Director Rural Development Department Kashmir has also failed to initiate the process of dissolving the Kutabal Jeddan Panchayat after a team from Ministry of Rural Development Government of India found severe irregularities in the distribution of money under Indira Awas Yojna (IAY) and MGNREGA in Kutabal Jeddan panchayat of Chadoora block in Budgam district. The team had visited the village last year in September and a report was submitted to the Ministry of Rural Development Govt of India which according to reliable sources had recommended the dissolving of the panchayat and criminal proceedings against the Sarpanch. Pertinent to mention here that in June last year a semi literate man Fayaz Ahmad Wani of Kutabal Jeddan village has exposed a scam in Rural Development Department wherein the local Sarpanch in connivance with officials of the Rural Development in Central Kashmir's Budgam district had illegally distributed cheques amounting to more than Rs 13 lakhs among his close relatives. The whistle blower who was awarded CNN IBN citizen Journalist award for this act this year said that he is sad that no action has been taken against the Sarpanch and Deputy Sarpanch namely Aslam Khan and Ahad Khan till date as the investigating team had recommended their suspension and dissolving the whole panchayat. The Sarpanch Mohammad Aslam Khan alias Thakkar along with his father Abdul Ahad Khan who is the Deputy Sarpanch of the same village has provided cheques of Rs 48,500 to their 27 relatives which included some minors and relatives living in other villages some of whom are Govt employees also. "After being exposed by the whistleblower Fayaz Ahmad Wani, the sarpanch and his father had refunded some part of the swindled money meant for poor and homeless people but the rest of the money hasn't been recovered till date and no criminal proceedings have been initiated, is this the rule of law? "The Sarpanch Mohammad Aslam Thakar and the Deputy Sarpanch Abdul Ahad Khan had deposited some lakhs rupees into the Government treasury as they feared of getting arrested but the rest of the amount hasn't been deposited and the Sarpanch still continues to do the illegal activities by providing the IAY beneficiary money to his close associates and goons," said a resident of Kutabal Jeddan Abdul Rashid . The Sarpanch threatens us by saying that NC Government is my own Government and you people cannot do anything, he added. Earlier, after getting exposed and made to deposit the money into Govt treasury the Sarpanch's brother Iqbal Khan tried to kill Fayaz few months back when he hit him with his speedy car in Chadoora market but Fayaz had a close shave after jumping from the road but the attacker according to Fayaz is roaming free till date and police hasn't even initiated action against the attacker till date. Pertinent to mention here that both Sarpanch and the Deputy Sarpanch are allegedly noted workers of National Conference and have been involved in many cases of timber smuggling, illegal constructions and have many criminal cases pending with the police "Ahad Khan and Aslam Khan get all contracts from R&B and Rural Development Deptt and the money which is provided for BPL people to construct houses under IAY scheme is given to such people who do not deserve it and majority of the IAY sheds have not at all been constructed, said Ali Mohammad a local. He added that Ahad Khan and his son are using JCB (bull dozer) to undertake NREGA works in the area thus depriving poor population do labour work under this scheme. Few months back Ahad Khan and his son's had attacked Forest officials of Pir Panchal Forest division when they had gone to Kutabal village to stop encroachment of forest land under taken by Ahad Khan. He was leveling forest land with the help of JCB and when the Forest officials led by a Forester tried to stop this, Ahad Khan attacked the officials. An FIR has already been filed in this regard at P/S Chadoora. |
