| Dispose bio-medical waste daily in psychiatric hospital: HC to Govt | | | S Sabaqat
Srinagar, Dec 5 : A division bench of J&K High Court has directed the government to make effective arrangement for daily disposal of biomedical waste in Government Psychiatric Diseases Hospital here. Hearing a Public Interest Litigation titled G M Khan versus state, the division bench comprising Justice Mohammad Yaqoob Mir and Justice Muzaffar Hussain Attar expressed dissatisfaction to the response filed by the concerned authorities."We are not satisfied with the response because the hazardous waste and other waste is not being removed in accordance with the rules within the timeframe prescribed there in," the court said, adding, "Now of late, with the intervention of this Court in the Public Interest Litigation, the authorities have taken certain stops, as is clear from the status report wherein it is stated that the authorities approached Director, State Motor Garages tor procurement of medium size dumper placer with garbage bins for the hospital to ensure quick disposal of solid domestic waste on daily basis." Senior AAG, J A Kawoosa stated that procurement of medium size dumper may take some time. "The respondents shall take immediate, steps for procurement of the said vehicle but in the meantime, they must ensure that the arrangements are made for removal of Bio-Medical waste as well as solid domestic waste on daily basis in tune with the rule requirement," the court said, directing authorities to file fresh status on the next date of hearing. In the status report about the staff strength and vacancies in the hospital, the government told that the despite extension of time for submission of applications, no one has applied up to 30.11.2013, which was last data for receipt the applicants. Now the respondents have decided to extend time by further 15 days. "The respondents shall be at liberty to do but at the same time if again response will be poor, in that eventuality they shall come up with a concrete proposal for filling up such posts by other permissible modes," the court said. Regarding heating arrangements in the hospital, the government said that heating system has already been made functional to ensure heating of the wards during the winter. "The system is being run for 17 hours in a day with the break-up given in the status report. It is also stated in the report that the patients with chronic psychiatric disorder and the inpatients with aggressive features are being accommodated in Ward No.5 with traditional heating facility i.e. Hamam Ignition." The government also informed that it has complied with direction regarding clothing of leper patients in the only hospital from them at Lal Bazar in outskirts of Srinagar. |
