Tainted MA Peer was architect of J&K's 'New Recruitment Policy'!
Omar's hoarding at Tawi bridge mocking at State's youth 24X7

jammu, Dec 5: A huge hoarding featuring Chief Minister and National Conference working president Omar Abdullah that has come up along the Tawi bridge recently is rubbing salt in the wounds of the youth of the state every time they pass by it.
In the huge hoarding erected at the prime commercial space in the city, seemingly hired by the National Conference, the Chief Minister features along with a written quote attributed to him reading, "My handholding of youth is above political motives."
While very timing of erecting the hoarding suggests pure political motive, the quote is particularly mocking at the youth because the Omar led coalition Government has done biggest disservice to the youth of the state and changed the course of their future for ever by bringing in New Recruitment Policy that created huge uprising till Government got the policy approved by the State High Court and J&K salary rules amended.
The New Employment Policy of Jammu and Kashmir Government came into effect from November 1 2011. Under the provisions of this policy, the Service Selection Board would follow the new norms when it issued applications for any non-gazetted posts. The development was very discouraging for the youth and they termed November 1 as the Black Day.
As per the new policy, a person only after a five year job will be entitled for the full salary. The salary would be released as per different salary grades. The salary of an employee will be raised after two years and after completing five years of service, the employee shall be entitled to the complete salary.
For the first five years, an employee would get even less than half of the stipulated salary. A person coming under Rs 9300-34800 would get salary of Rs 7050-7090 in first two years and then for the next three years they will be entitled to get Rs 10130-10190. The new policy would also be applicable on those who got a wage of Rs 150 per day. For the first two years they would get Rs 3,170 inclusive of health allowance of Rs 100. The policy implied only to the non gazetted posts, while those aspiring for gazetted posts were kept out of its ambit.
More painfully, the recommendations were made to this effect by tainted former Chairman of BOPEE Mushtaq Ahmad Peer, who was appointed as Consultant to the Government for "fast-tracking recruitment to non-gazetted posts."
While the 'New Recruitment Policy' changed the lives of the youth of Jammu and Kashmir forever, the hoarding in question is biting into them hard every time they pass by it.
