| Agricultural department inert to HC directions, inquiry reports | | Minister, Director clueless | | Javaid Naikoo SRINAGAR, Dec 5: As many among different batches of Agricultural officers recruited on Gazetted posts since early 90's are denied their due share of promotions, blue eyed candidates recruited on non Gazetted posts are enjoying higher appointments in the Agriculture department and the department has conveniently defied directions of the State High Court and recommendations of the probe panels. Three batches of Agriculture Officers recruited in 1989, 1991 and 1998 were recruited through State Public Service Commission mostly on gazetted posts and as per laid norms were supposed to get their due share of promotions as per canons of the department. However, according to the sources many blue eyed candidates recruited on non gazetted posts were promoted in violation of all norms and are presently enjoying postings meant to be manned by gazetted officers. According to sources at least 100 of the 300 people recruited on non gazetted posts in Agricultural department since early 90's in Kashmir have enjoyed undue benefits due to their allegiance with political heavy weights at the cost of gazetted recruits, but despite directions of the HC and recommendations of a probe panel, departments have failed to take corrective measures to deliver justice to the aggrieved. On the condition of anonymity these officers said that after eight years of struggle they finally approached the High Court who directed State Agriculture Production Department on 29.05.2008, to frame and finalize the seniority list of all these officers as per rules within a period of three months. The State Government is not only ignoring the HC directions, but also recommendations of Probe panel headed by Samuel Varghese, then Financial Commissioner of Home Department who upheld bungling in framing the seniority list. Samuel Varghese recommended reframing the seniority list. Besides, In 2013 another committee under Government Order No.: Agri-144 of 2013, Dated 05.04.2013 was framed to finalize the Seniority of J&K Agriculture (Gazetted) Service. The said committee also upheld discrepancies and malafides in the seniority list. While Director Agriculture Production Peerzada Mushtaq washed his hands off the issue, Agriculture Minister Ghulam Hassan Mir said that matter was in the court and candidates must approach the Court to get timely justice. |
