Baramulla district website has borrowed material from GAD

Srinagar, Dec 5: The official website of Baramulla district is no different from the Law department's website. It portrays wrong, obsolete and misleading information especially related to Right to Information Act (RTI).
The administrator of the website has made a blunder by carrying a copy-pasted information related to RTI handbook from General Administration Department (GAD) website as it makes no sense by posting the same on official website of Baramulla district.
The district website has an RTI column on the main page and after clicking the same four items related to J&K RTI Act 2009 i.e. J&K RTI Act 2009, amendment, RTI Rules 2010, Fee structure, guidelines for PIO's, circulars, application forms, and RTI handbook are highlighted.
RTI Rules Column:
Analyzing the Rules column the information is totally obsolete and misleading , the Baramulla district website carries the details related to previous RTI rules formulated in April 2010 and the same were repealed by new rules in September 2012 but neither the website administrator nor any official from DC office Baramulla has bothered to look into this matter and from more than one year these people have been misguiding the people by giving wrong information to the people via their website. The same mistake has been committed by State Law department as well and the same was exposed earlier by Early Times.
RTI Fees Column:
The application fees under the existing RTI rules of 2012 is fixed as Rs 10 per application and photocopying charges @ Rs 2 per copy but the Baramulla district website carries fee details as per repealed RTI rules ie Rs 50 for application and Rs 10 for photocopying. The mode of paying RTI application fees in shape of Non Judicial Stamp papers was the provision available under previous rules of 2010 but the administrator of the website hasn't bothered to delete the said provision. Under present rules the application fees is to be paid via Indian Postal Order (IPO), cash, DD, cheque only.
RTI handbook:
Under J&K RTI Act 2009 section 4 (1) (b) all the Public Authorities have to make voluntary disclosure of seventeen points which includes details of department, officials, powers, tenders invited, purchases being made by department and many more things. The departments have to make this information available in shape of a handbook etc. The GAD has kept the details available on its website (www.gad.jk.nic.in) and the handbook column can also be found there which gives such information about GAD. The Baramulla district website administrator has directly copy-pasted the same link and made it available on the district website, which is a gross mistake and a punishable offence under copyright Act etc. The Baramulla website has to make similar details available on its website and printed form but that handbook must contain details, powers, duties etc. about District Development Commissioner and other district officials and not the copied one from GAD website?
No phone numbers available:
Early Times tried to contact the district administration to seek their comments but the official website didn't carry any details of the official phone number , cell numbers or even email details except one [email protected]. It is sure that this email too would be defunct as could be depicted from the spelling of Baramulla which misses one L . When the details about Baramulla district were obtained from Divisional Commissioner Kashmir's website (www.kashmirdivision.nic.in) the official email id of Baramulla provide there [email protected] which seems to be the correct one as the spelling of Baramulla is also correct here on this website.
