Early Times Report

Jammu, Dec 16: People's Democratic Party (PDP) leader and Coordinator for Jammu-Poonch Parliamentary constituency, Abdul Hamid Choudhary today blamed government for creating unrest amongst employees and said that they had been facing the brunt only for raising their just and genuine demands.
The government, he added was being insensitive towards them and also adopting suppressive measures, which is not a healthy sign of good governance.
Over four lakh employees, Choudhary Hamid said were the backbone of administration and by adopting suppressive measures the government was virtually 'quarrelling with its tools'. Today when the employees are demanding disbursement of Dearness Allowance (DA) of 10 percent there is no point delaying the same. An army of daily wagers who have completed more than ten years of their services were also waiting for regularisation but government was not paying any heed towards their issues. Criticizing the government for not utilizing the central funds properly, Choudhary Hamid sought an in-depth probe into the Mahatama Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme. He said thousands of MGNREGA works were still pending while government was paying no attention. Since very few people in Jammu and Kashmir were actually homeless and social factor was playing another role, the MGNREGA was not properly being implemented in our state. Despite the available scheme labourers prefer to go to Himachal Pradesh and other neighbouring states for works because of delay in making of their job cards. MGNREGA should have made people stay put in Jammu and Kashmir which is not happening. He also sought establishing details regarding allegations that quite a few of those employed under MGNREGA were migrant labourers. This must be investigated and facts brought to foreground.
Since the government had not been working hard to create awareness about MGNREGA, a good number of joint families and one household were being issued a single job card. In some cases single woman household and physically challenged individuals were also denied registration. These issues also need to be investigated. The PDP leader said that in some cases even job cards that are ready have not reached the people thereby restricting their right to demand work under the centrally sponsored scheme.
Choudhary Hamid while addressing a meeting or party workers in Nagrota alleged that delay in wage payments has always remained a matter of concern in previously employment programmes which is continuing to plague MGNREGA. He said that PDP alone can alone judicious use of central funds and ensue that they reach the targeted community well in time.
