| While he was doing PhD, a hired teacher taught on his behalf | | CEO Ramban bows to ReT teacher | | Bivek Mathur
Jammu, Dec 16 : Chief Education Officer (CEO), Ramban, violating the set norms of school education, has refused to terminate an ReT teacher, who had hired a local to perform his duty in Upper Primary School Gandhote in Ramban district, while pursuing Ph.D in Urdu from Jammu University at the same time. As per an order issued by Zonal Education Officer (ZEO), Ramban, lying with Early Times, the teacher Budhi Singh was absent to perform his duty as an ReT teacher in Upper Primary School Gandhote from 01.04.2009 to 28.03.2013. The order said that for the same period he was doing his Ph.D in Urdu from Jammu University and had hired a local person for teaching the students unofficially. As per the order, the ReT teacher was served three notices by Zonal Education Officer vide order numbers ZEO/R/SSA/13/414 dated 10.04.2013, ZEO/R/13/2025 dated 09.05.2013 and ZEO/R/SSA/13/57 dated 03.06.2013 due to his frequent absence from his duties for the same period, but the teacher did not reply to any. The order further said that the matter was highlighted after a complaint was lodged by one Rajesh Singh, son of Partap Singh, Resident of Seri in Ramban district in the Directorate of School Education Jammu regarding his pursuing of Ph.D in Urdu in violation of norms while referring it as a serious crime as per civil services conduct rules. In this context, Director School Education, had asked to conduct an independent inquiry to take appropriate action against the person vide letter number DSEJ/ReT/14090-91 dated 25-03-2013. On the direction of DSEJ, ZEO sought information from the PG Department of Urdu, University of Jammu vide letter number ZEO/R/SSA/13/400 dated 28-03-2013 and the university authorities provided the same vide their letter number PGD/URD/13/8090 dated 22.04.2013 where under it was stated that Budhi Singh was whole time scholar of the university with effect from 01.04.2009 to 28.03.2013 which proves his continues absence from the duties . Following this, the teacher was served three notices to explain why he was absent from duty, but the teacher did not appear in person, showing no respect to the notices. The ZEO Ramban taking cognizance of the same terminated his services with immediate effect as per the order number ZEO/R/SSA/13/366 dated 31.10.2013 a copy of which was sent to CEO Ramban with the request to confirm the action taken, Headmaster of the school for information and the teacher for the same purpose, but ET learnt from sources that the CEO Ramban whose confirmation is required for the termination of the teacher is reluctant to terminate him due to reasons best known to CEO Ramban. |
