| While official website narrates bundle of lies; 20 out of 217 receive compensation till date | | Kishtwar administration befooling victims of communal clashes | | Asif Iqbal Naik KISHTWAR, Dec 25: Rubbing salt in the wounds of those who suffered losses in August 9 Kishtwar violence, the district administration in its official website www.kishtwar.nic.in has loaded bundles of lies with regards to compensation to the victims, while most of the victims are yet to get a single penny as compensation and can be seen roaming in and around the office of the Deputy Commissioner Kishtwar for release of compensation. As per the details available with Early Times, only 20 victims including the families of the three persons who got killed on the day of the violence in Kishtwar and Padder had been compensated while the remaining 197 cases got stuck amidst set of the formalities laid by the administration for claiming the compensation in their favour. As per the documents and details upload by the District administration Kishtwar on its official website, Deputy Commissioner Kishtwar Baseer Ahmed Khan wide order No: 524-29/SDK/R dated 16-09-2013 made public the list of victims whose moveable and immoveable property got damaged/gutted in August 9 and August 10 violence in Kishtwar and Padder. As per the list and order issued by the Deputy Commissioner Kishtwar, the copy of which is updated on the website, there are 217 victims including 124 tenants and 93 victims who suffered losses in the said violence and the same have been worked out/prepared by the concerned agencies including Revenue/PWD and police department and got duly verified/authenticated by the constituted committee for payment of ex-gratia relief. The order further stated that in case there is any objection from any interested person with regard to addition/deletion of the name/kind of loss, same shall be received by the Additional District Commissioner Kishtwar within 15 days from the issuance of the notification. After the lapse of the 15 days time, the administration with some minor changes drafted the final lists of the victim and same was uploaded on its lesser known website in public domain few weeks ago. In addition to the list of the victims in term of losses suffered due to loot and arson, the administration also updated the list of 65 persons who got injured in violence. The administration after carrying out the detailed exercise worked out the losses to the tune of Rs. 4,49,15,360 payable on account of relief to structure and merchandise only and the administration in its letter written to Divisional Commissioner Jammu claimed that against the figure of Rs. 4,49,15,360, District administration received an amount of only Rs. 3.50 Crore and demanded for release of remaining amount of Rs. 99,15,360 amount so that same could be delivered to the riots victims. The administration has also prepared the list of 81 owners whose vehicles were burnt/damaged by the unruly mob on the day of violence, but as per the uploaded data on official website of the District administration Kishtwar there were no orders to the administration to pay any compensation in favour of the owners of these vehicles. Even though the court issued the order of payment of compensation of Rs. 2 lacs to the civilian injured in the violence, no compensation was paid to them even after 4 months of violence. As per the annexure "E" , the administration uploaded the list of victims with six specified columns consists of Serial Number, Name of property holders/tenants, Nature of loss, Degree of loss, loss assessed caused to the property (in lacs) and Payable amount as Exgratia relief to the extent of 50% to the total loss caused subjected to maximum of Rs. 5 lacs. As per this six columned annexure "E", both tenants as well as the owners and estimated the total losses of Rs. 90.37 lacs for Kishtwar while the amount to be paid to the victims has been estimated as Rs. 43.495 lacs. In similar exercise, the administration estimated the losses for Padder to the tune of Rs. 28.81 lacs and the amount payable as compensation has been claimed as Rs. 12.08,119. Thus the total losses estimated by the District administration Kishtwar estimated at Rs. 1386.04 lacs and the amount payable as compensation has been estimated as Rs. 449.15369 lacs. Even though the list uploaded on the official website of the District administration Kishtwar was duly signed by the concerned Tehsildar, AEE of PWD (R & B) and SHO of concern police station, the administration fail to release the compensation in favour of the Kishtwar riots victims who not only suffered on account of riots but also suffered on account of official apathy which is still continue to haunt them even in dreams today. |
