Article 370 has harmed cause of people in J&K: Kumar
`Special status breeds separatist tendencies'

Jammu, Dec 25: Senior RSS leader and former Pracharak J&K Arun Kumar has stressed intensification of debate on Article 370 granting special constitutional position to J&K state.
Kumar who was the main speaker at a seminar here today organised by Jammu Kashmir study centre on Article 370 said instead of doing any good the Article has harmed the cause of people in the state as it was barrier in implementation of progressive central laws in the state.
Kumar who is also the Director of study centre said it is high time when the people of the state should demand scrapping of this Article and intensify debate in schools, colleges, universities and other places on the utility of this article.
He said the Article has deprived the women, west Pak refugees, OBCs, ST and SCs of their constitutional rights as enjoyed by the counterparts in other states of the country.
He said the 73rd and 74th amendment of the Indian Constitution was not implemented in the state because of this Article due to which the basic institutes of democracy could not function properly and discharge their duties as per constitution.
He denied that issue of Article 370 is raised during elections in the state and said for last three years debates have been held on the Article 370 in schools, colleges and educational institutions.
Maintaining that this Article was totally discriminatory against women he said that women of the state after marrying outside are deprived of inherited property.
Participating in the seminar Sunil Sethi a renowned Advocate said that a wrong impression is being given that this Article was for the betterment of the people of the state. Had this article been so beneficial then other 27 states of the country would have also demanded such a provision in their states.
Rejecting that article 370 was a bridge between India and the state, he said it is a discriminatory Article which is a barrier in free flow of Indian Constitution in the state and there by negation of democracy.
He said the Article creates a sense of separation among the people that led to the separatist movement over the years in valley. Sethi said a thorough debate is needed on the Article as state has gained nothing with the special constitutional provision.
Daya Sagar another well known writer also strongly advocated for abrogation of Article 370 which he said was a barrier in progress of the state.
