| Agriculture officials misled PSC to help blue eyed Rehbar-e-Zirats of 1984 | | | Javaid Naikoo SRINAGAR, Dec 25: A Major scam in the Department of Agriculture has surfaced after some alleged corrupt officials of the Department of Agriculture misled State Public Service Commission (PSC) by providing wrong information to it with respect to the number of Officers-in-position in Category I of Class VII Agriculture Extension Officers of Agriculture Gazetted Service. The document details in possession of Early Times reveal that as per the minutes of the Departmental Promotion Committee (DPC) meeting held on 10/12/2012 and on 01/01/2013, some noted alleged corrupt officials of the Agriculture Department in pre planned manner moved a proposal to State Public Service Commission (PSC) to conduct a DPC in PSC for the purpose of filling the departmental promotion quota of Class VII posts. The document details reveal that the Agriculture Department in its proposal submitted to Public Service Commission stated that only 414 officers were in position or are occupying the post in Category I of Class VII employees in the department out of the total cadre strength of 603 posts thereby leaving a total number of vacant posts in this Class of employees as 189 (603-414) on 2.6.1988 and had further stated that on the basis of Recruitment Rules half of these vacant posts are to be filled from among the Rehbar-e-Zirats of 1984 batch. However, in brazen violation and contrary to its statement that 414 Officers were occupying the posts as shown to the Public Service Commission, the Seniority List with respect to Officers of the said Class issued by the Agriculture Department vide no. Agri/E-08(I)-V dated 25.04.2013 showed the number of Officer-in-position as 420 and after conducting of DPC in response to the said proposal, the Agriculture Department again issued a Seniority List of the said Class of officers vide same No. Agri/E-08(I)-V dated 21.06.2013 and interestingly, the officers cleared by the DPC have been placed from S.No., 429 onwards. It does not stop here, an earlier Seniority List with respect to same Class of Officers issued by the Agriculture Department vide Govt. order No. 10-Agri of 2002 dated 25.10.2002 shows the number of Officers-in-position as 467 and the number of vacancies as 158 on same date that is 2.6.1988, while as one more order of the Agriculture Department issued vide Govt. order No. 160-Agri of 2004 dated 9.7.2004 states the number of vacancies in the same Class and on the same date that is 2.6.1988 as 254. Interestingly, the Agriculture Department vide its letter No. Agri-E/86/409 Dated 12.10.1988 had referred only 34 vacancies of the same Class to State Public Service Commission under Direct Recruitment Quota and from this it can be inferred that there had been only 68 vacancies in the said Class on that date as per the recruitment rules of the said department under which every time 50% employees at the time of promotions must go from the direct recruits of the department and rest of 50% as per seniority bases, but as per sources within the Agriculture Department some noted corrupt officials occupying important posts in the department always favour blue eyed Rehbar Zirats of 1984 as every time instead of 50% three times more employees of 1984 batch are send for promotions only because of their close association with alleged corrupt officials of the department while as employees recruited through direct recruitment are denied their due share. Pleading anonymity aggrieved employees of the Department had earlier brought the matter in the notice of State Public Service Commission but commission chose to stay mum under political and bureaucratic influence. Meanwhile, despite repeated attempts no contact could be made with the Minister for Agriculture, Ghulam Hassan Mir and the Chairman Public Service Commission, S.L Bhat. |
