Tale of two tough Ministers, one retiring Secretary; 7 special officers of CAPD

JAMMU, Jan 10: Secretary Consumer Affairs and Public Distribution (CAPD) seems to have 'special attachment' with around seven Incharge Assistant Directors, whom he has been shuttling around in utter disregard to the transfer policy of the Jammu and Kashmir Government.
These seven Incharge Assistant Directors have been transferred several times during last two years yet they manage to return to their place of choosing. This is despite the fact that department is being headed by experienced and tough Cabinet Minister, Choudhary Mohammad Ramzan. Sources admit the Ramzan has streamlined the rationing system but the transfer part, which is being looked after by Secretary CAPD Mohammad Abbas Dar continues to be serious issue.
Incharge Assistant Directors are tossed here and there in complete breach of GADs order to give a minimum of two years and maximum of 3 years to officers posted at various important positions. CAPD Secretary issued an order on January 6, 2014 in which 8 Incharge Assistant Directors exchanged places. Though all of these officers have been transferred prematurely, 7 'special ones' have either been transferred second, third OR fourth time within a period of 14 months.
To begin with, Incharge Assistant Director (AD) CAPD Rajouri Sayeed Ahmed has been transferred and posted as Incharge Assistant Director (AD) CAPD Kishtwar. Sayeed Ahmed has been tossed from Rajouri to Kishtwar within 4 months. He had been earlier transferred and posted as I/C AD Rajouri vide Govt order no. 57-CAPD of 2014 dated 09-09-2013. Prior to this, Sayeed had been serving in his home town Doda from the past many years.
Records show that Sayeed had been serving as Incharge AD Doda even when he was Tehsil Supply Officer (TSO). He was replaced by Khurshid Ali Qadri vide Govt. Order no. 87-CAPD of 2012, Dated 19-12-2012. However, something strange happened overnight and the then Minister Qamar Ali Akhoon, who was known for being honest and a man of values like incumbent Choudhary Mohammad Ramzan, allowed Dar to issue another order two days later.
On December 21, 2012; Khurshid was posted as Incharge AD Kupwara vide Govt. order no.88-CAPD of 2012. Sayeed continued to work as Incharge AD Doda until the time he was promoted and sent to Rajouri. Dr. Gulzar Ahmed Rather has been transferred and adjusted at four different places within one year i.e. Pulwama, Kulgam, Anantnag and the office of Director CAPD Kashmir. He was first transferred in December 2012, then in May 2013, then in August 2013 and finally attached with the Directorate of CAPD Kashmir vide Govt. order no: 02-CAPD of 2014.
Shabnam Rashid was attached with Director CAPD Kashmir when she was posted as Incharge AD Shopian vide Govt. order no: 87-CAPD of 2012 Dated 19-12-2012. Then, she was transferred and posted as Incharge AD (Rationing) Kashmir vide Govt. Order no. 51-CAPD of 2013, Dated 01-08-2013. She has now again been transferred within four months and posted as Incharge AD (Anantnag) vide Govt. order no. 02-CAPD of 2014, Dated 06-01-2014.
Incharge Assistant Director Ramesh Chander, who has been transferred and posted as Incharge AD Kathua vide Govt. order no. 02-CAPD of 2014, Dated 06-01-2014, was earlier serving as Incharge AD Udhampur. He had been transferred to Udhampur from Incharge AD (Supplies) Jammu vide Govt. order no. 33-CAPD of 2013, Dated 22-05-2013. This had also been done within five months of his posting in Jammu.
Incharge AD Samba Kewal Krishan who was transferred and posted as Incharge AD Reasi vide Govt. Order no.87-CAPD of 2012, Dated 19-12-2012 has again been transferred and posted as Incharge AD Rajouri vide Govt. order no. 02-CAPD of 2014, Dated 06-01-2014. Prince Noor-ul-Hamid who is presently working as Incharge AD (Stores) Kashmir has been transferred twice during last one year. He was posted in Kishtwar but this order had to be modified within a day after it was issued. Dar issued another order, through which he was asked to report to Director CAPD. He reported and was posted as Incharge AD (CAPD) Headquarter.
He was transferred within five months and posted as Incharge AD (Stores) Kashmir in May 2013. Khurshid Ali Qadri, who has been working as Incharge AD Kupwara had earlier been posted as Incharge AD Doda vide Govt Order no. 87-CAPD of 2012, Dated 19-12-2012. This order was modified for reasons best known to the Secretary CAPD within a day. He was posted AD Kupwara vide Govt. Order no. 88-CAPD of 2012 Dated 21-12-2012. Much need to asked for since these seven officers have been shuttled around despite two tough Ministers being at the helm of affairs.
