Out of Rs 5328 crore released under Annual Plan 2013-14, Govt spends only 1624.26 crores
Dismal performance of Government departments, only 30 % funds utilized in 8 months

JAMMU, Jan 10: On one hand Omar Abdullah led coalition Government has been trying hard to get released the Special Plan Assistance (SPA) component of Annual Plan 2013-14, but same Government has so far failed to utilize the already sanctioned amount under Annual Plan.
In the first eight precious months of financial year 2013-14, all the 29 Government departments had been utilized meager Rs. 1624.26 Crores out of Rs. 5328 Crores sanctioned amount from Annual Plan 2013-14.
Sources informed Early Times that all the departments have shown very dismal performance in spending the allocated plan approved for the financial year 2013-14. "All the Government departments have spent only 30 percent of funds in the first eight months and in the remaining four months, all the departments would likely to spend 70 percent of annual plan," sources said, adding that the spending of large chunk of funds in remaining four months, also increased the possibility of funds' embezzlement.
"The Agriculture sector and allied departments involving Agriculture Jammu and Srinagar, Horticulture, SK Agriculture Universities, Horticulture Planning and Marketing, JKHPMC, Command Area development both wings, Rashtriya Krishi Vikas Yojna, Sericulture were given Rs. 278.92 crores but in 8 months they have spend only Rs. 99.46 crores, that is only 35 percent", sources said.
They further said that Animal and Sheep Husbandry department involving Animal Husbandry J&K and Sheep Husbandry J&K, Sheep Products Development Board were given Rs. 17.34 Crores but spent only Rs. 3.28 Crores till November 2013, which was meager 18.96 percent.
Parks and Garden Department involving Kashmir and Jammu divisions were given Rs. 17.50 Crores but have spent only Rs. 7.22 Crores, which was only 41.28 percent of sanctioned funds in eight months.
Moreover, an amount of Rs. 22.8 Crores was released in favour of General Administrative Department including NFB (PSC) Jammu and Kashmir, NFB (Service Selection Board) Jammu and Kashmir division, Institute of Management and PA and State Information Commission but same had spend only Rs. 43 Lakhs which was only 19.22 percent of expenditure on released amount.
Cooperative Department was given Rs. 7.29 Crores and had spent only Rs. 39 Lakhs, besides Consumer Affairs and Public Distribution involving Weights and Measurement were given Rs. 1.70 Crores but had spent only Rs. 42.51 Crores in first eight months which was only 25.01 percent of total amount released.
Chief Minister Secretariat involving Civil Aviation, Estates Department Jammu and Kashmir division, NFB (H&P) Jammu and Kashmir division, were given Rs. 42.35 Crores but same had spent only 38 percent of released amount that was only Rs. 16.25 Crores in eight months.
Education department involving Direction and Administration both divisions, Secondary Education Jammu and Kashmir, Rashtriya Madhyamik SA both divisions, Higher Education, Technical Education, Physical Education, Craftsman Training ITI were given Rs. 397.48 Crores, but had spent highest 58 percent of funds viz-a-viz Rs. 234.30 crores in first eight months.
Worst performer is the Finance department, which involving Finance department Jammu and Kashmir division, upgradation grants, revolving funds for PSU's able to spend only 5.20 percent of total amount released. An amount of Rs. 240.06 crores was given to said department but same had spent only Rs. 12.47 crores.
Similarly, Forest Department involving Social Conservation, Integrated Watershed Development Project, Social Forestry, Fisheries, Pollution Control board, Ecology and Environment, Forestry (Territorial) Forest Protection Force, State Forest Research Institute and Wildlife Preservation were given Rs. 48.41 Crores but same had spent only 19.85 percent of released amount that was only Rs. 9.20 Crores.
An amount of Rs. 243.26 Crores were released in favour of Health and Medical Education department involving Health Jammu and Kashmir, Associated Hospitals Jammu and Kashmir, Medical College Jammu and Kashmir, Dental College Jammu and Kashmir, Indian System of Medicine and Drugs and Food Control, but in eight months above said department were able to spend only Rs. 170.97 Crores which was 70 percent of released amount.
SK Institute of Sciences involving Institute of Medical Sciences and Jhelum valley Medical College were given Rs. 70 Crores but had spent only Rs. 27.64 Crores, which was meager 39.49 percent of released amount in eight months. Home department involving Fire Services, Home Department Jammu and Kashmir wing were given Rs. 8.56 Crores but same had spent only Rs. 2.39 Crores, which was only 27.93 percent of released amount, besides Housing and Urban Development Department involving Sewerage, Drainage, Housing, Dal Development, Urban Development Urban Poverty Alleviation were given Rs. 643.52 Crores but had utilized only Rs. 90.95 Crores, which was meager 14.13 percent of released amount.
Industries and Commerce Department involving SSI Sec Jammu and Kashmir, Khadi and Village Industry Board, SICOP, Handloom, Handloom Development Corporation, Infrastructure Development (DIC) Jammu and Kashmir, SIDCO, JK Industries Limited, Entrepreneur Development Institute, Geology and Mining, and J&K Minerals Limited were given Rs. 96.62 Crores but same had able to utilize only 24 percent of released funds which were only Rs. 23.59 Crores.
An amount of Rs. 303.47 Crores were released in favour of Irrigation and Flood Control involving Ravi Tawi Irrigation Canal, Maj/Medium Irrigation Jammu, Kashmir, Minor Irrigation Kashmir Jammu, Flood Control Jammu and Kashmir, PHE Jammu and PHE Kashmir but same had utilized only 23 percent of released funds, which was only Rs. 69.90 Crores.
Labor and Employment department was given Rs. 81.62 Crores but same had utilized only 11 Crores, which was only 13 percent, Law department was given Rs. 17.04 Crores but had utilized only 29 percent funds that was Rs. 4.98 Crores.
Power Development Department was given Rs. 395 Crores but had utilized only 21 percent of released funds, that was only Rs. 83.35 Crores, Planning and Development Department involving Border Area Development, Rashtriya Ashram Vikas Yojna, Planning Machinery, Special Area Development Programme, Special Task Force projects Jammu, Leh and Kargil, Survey and Statistics, Constituency Development Scheme, Economic Reconstruction Agency were given Rs. 1389.43 Crores but had utilized only 25 percent of released funds, that were only Rs. 355.75 Crores in eight months.
Revenue Department involving Agriculture Economics and Statistics and Land Reforms was given Rs. 33.58 Crores but same had utilized 50 percent of released amount which was Rs. 16.94 Crores.
Rural and Development department involving Int. Watershed Management Programme, Natural Rural Livelihood Mission Jammu and Kashmir, Rashtriya Gram Swaraj Yojna, Rajiv Gandhi Panch SASH, DRDA (Admn) Jammu and Kashmir, CD and Panchayats Jammu and Kashmir, Rural Sanitation, were given Rs. 63.98 Crores, but had utilized only Rs. 3.02 Crores, which was meager 4.74 percent of released amount.
An amount of Rs. 524.34 Crores was released to Roads and Building Department involving R&B Jammu and Kashmir division, Mechanical Engineering Jammu and Kashmir, Special Programme Bridges Reconstruction, PMRP Roads, PYGSY roads but in eight months only 41.31 percent of amount was utilized, which was only 216.61 Crores. Social Welfare Department was given an amount of Rs. 260.14 Crores but had spent only Rs. 101 Crores which was only 38.85 Crores, besides Science and Technology department was given Rs. 22.94 Crores but had spent only 54.88 percent of funds, only Rs. 12.59 Crores in eight months.
An amount of Rs. 103.84 Crores was released in favour of Tourism department including Development Authorities in eight months of Financial year but were able to utilize meager 38 percent of funds, that was Rs. 40.42 Crores, besides Transport Department was given Rs. 10 Crores but had been able to utilize only Rs. 1.47 Crores, which was only 14.72 percent of released amount.
