| Civil secretariat: Nothing 'civil' about it | | | Early Times Report JAMMU, Jan 16: The Civil Secretariat in Jammu has become a headache for common people of the state who didn't get any kind of relief from the officials and Ministers when they go there for any work. Firstly no common man is allowed to enter the Civil Secretariat premises before 1 pm and when they are allowed to head towards the main secretariat building, doorkeepers don't allow them to meet Ministers and bureaucrats quickly. They have to wait for hours to get a one-minute meeting with Ministers or officials. If their application is entertained, they are told to move from one table to another, one room to another room and one building to another. An illiterate person and a person with less knowledge about the structure of Civil Secretariat gets caught in a puzzle of similar looking corridors and staircases. The Civil Secretariat has longer remained "Civil" for people and it is a VIP place where only people with high links are being entertained and others have to face the music of moving from one place to another for years together. Sources in General Administrative Department (GAD) said that hundreds of cases of people are pending in the department for decades together and generations after generations have been following these files, but no work has been done. But if there is a case of any person having links with Minister or top bureaucrat, they are being entertained immediately. The time has come to make this Civil Secretariat for civilians and not for relatives and close associates of Ministers and others. |
