CM grievances cell misleads complainant, land still under possession of encroacher
Beyond claims of KPs' rehabilitation in Valley

JAMMU, Jan 16: Effectiveness of Chief Minister's Grievances cell and Chief Minister Omar Abdullah's focus over rehabilitation of Kashmiri Pandit Community in Kashmir, can be gauged from the fact that the grievances cell had disposed a case of illegal encroachment on land belongs to migrant KP family without removing encroachment, as the land in question continues to be under the illegal possession of the encroacher.
According to status report of CM's Grievances cell (complain number 9385) with Early Times, a case of land encroachment was filled before the cell by migrant, Shib Nath Raina seeking possession on his encroached land. "My agriculture land measuring 4 Kanal 5 marla and orchard measuring 3Kanal 17 marla has been illegally occupied since our migration by Mohd Ganae son of Habibullah resident of Chowgam, tehsil Devsar district Kulgam in same village", Raina writes to Cell, adding that the intqal (registration) of land had also been illegally performed by the then Patwari and Naib Tehsildar without his written authorization.
He wrote that he was running from pillar to post for the evacuation of the encroachment but nothing has been done by the civil as well as police administration so far. "My repeated requests to the SP Kulgam, Tehsildar Devsar, Naib Tehsildar and Patwari have failed to impress the authorities", he complaint the cell seeking justice.
Astonishingly, being aware about the fact and admitted encroachment on said land, the grievances cell has mislead the complainant. Replying to complainant by DC Kulgam through the cell, the district administration said, "Perusing the case, it was observed that the said land was illegally encroached and mutated, doing its job the district administration has removed the encroachment on spot."
Dismayed over non-seriousness of Government for safe rehabilitation of KPs in Valley, the complainant has submitted a memorandum to the Standing Parliamentary Sub-Committee.
"My property has been illegally mutated by the land grabbers with the help of Revenue Department's officials who tampered the records. I am wondering from pillar to post from the last 10 years but nothing is happening. The concerned DC and SP have failed to provide me justice", he apprised the committee through the memorandum.
It is pertinent to mention here that the Chief Minister Omar Abdullah, even hardliner separatists have made many statements over the rehabilitation of the Community in Valley, but the ground realties are exposing the tall claims.
