Revenue officials escape action despite names in FIR, locals rue inaction

JAMMU, Jan 16: The infamous Pargalta land grabbing case in which Deputy Commissioner Jammu took cognizance of a news story of Early Times and transferred Tehsildar Jammu and attached concerned Patwari Nek Mohammad for helping in the illegal encroachment and tampering of revenue records case has again come to the fore when the residents of the village alleged that the district administration has deliberately spared three other revenue officials who were named in the FIR.
According to a written statement of the residents of the village with Early Times, the Tehsildar Jammu was transferred and Patwari was attached for their involvement in the illegal encroachment and for changing the 'Type' and 'Title' of land in Khasra number 219, but the concerned Naib Tehsildar (NT) Jammu Khas Mahesh Chander Sharma, Girdawar circle Bainbajal and Sidhra, Abdul Rasheed Malik and Peon Raj Singh Thakkar presently posted with Tehsildar Jammu were spared when, according to the villagers, they are also involved in several cases of land encroachment and similar shady deals.
The statement of the villagers further reads that in the two years of posting at Niabat Jammu Khas, the Naib Tehsildar was involved in selling of JDA land at Bahu by tampering and managing revenue documents according to the choice of the land grabbers. They further alleged that in the seventh month of his joining as Naib Tehsildar Jammu, he helped the land grabbers in encroachment at village Sidhra during last winter but with the timely efforts of then VC Jammu Development Authority (JDA) the said land was evacuated.
The said NT, according to the villagers has made crores of rupees and property in his and his spouse's name at different places in Jammu and Kashmir and also owns a hotel in Goa through fraudulent means.
Referring the Pargalta case, the villagers further said that a meeting was arranged at KC Plaza by the peon Raj Singh Thakkar between the encroachers and the Tehsildar Jammu Sanjay Badyal, NT Mahesh Chander Sharma and Girdawar Bainbajal Abdul Rasheed Malik. In the meeting a deal of Rs 43 lakhs was made between the encroachers and these three revenue officials along with three percent commission to the peon Raj Singh.
The residents also alleged that the Girdawar, according to revenue officials has also destroyed the 'Lattha'-cloth map of village Sunjwah Jammu to safeguard himself in the Sunjawah land fraud case. The said Girdawar also owns three private vehicles, a house at Malik Market worth Rs 80 lakhs, two tractors, one truck, two Tata Sumo vehicles, one shop and number of other business establishments on his and his family members name. He was also suspended when he was a Patwari at Channi Himmat in case of a fraud. He also created law and order situations following which, former Revenue Minister had issued orders for his arrest and was arrested for four days.
