| Class XII results: Govt schools repeat dismal performance | | Lack of accountability responsible for debacle | | Mustansir Srinagar, Jan17; Notwithstanding the inquiry ordered by the government into the poor performance of the Government schools of Kashmir valley in 10th class results declared in December 2013, 12th class results declared the other day seems to have taken heavy toll on government schools as the pass percentage has taken a steep dive in comparison with previous years. As against the 59 pass percentage of the previous years the results for 2013 batch has been only 52% which speaks volumes about the poor performance of the government schools in Kashmir valley. Earlier when the results for 10th class of 2013 batch were declared, the government had ordered inquiry into poor performance of the Government schools. At that time the government had assured stern action against the teachers who were responsible for the poor showing of the students in 10th class. It was said that the annual increments of the teachers of the poor performing schools will be stopped while those who have shown good results will be rewarded. Even heads of 12 Government schools where the pass percentage was zero in the 10th class examinations were put under suspension. However, the equally poor performance of government institutions in 12th class has put the government in dock as majority of the failures come from government schools suggesting lack of the sense of accountability among the teaching staff in government schools. However, the records of past several years belie the claims that the results of previous years were encouraging in any sense. According to the government records nearly 226 government and five private schools in Jammu and Kashmir have recorded zero percent result during the past many academic sessions for the Class X and Class XII examinations. As per official records, 152 government schools (116 in 2009-10 and 36 in 2010-11) registered zero percent results in Jammu province in class 10th examination conducted by J&K State Board of School Education (BOSE), while 41 government schools (19 in 2009-10 and 22 in 2010-11) besides four private schools failed to open their account in pass percentage during the period in Kashmir region. Similarly, about 29 government schools (14 in 2009-10 and 15 in 2010-11) of Jammu province recorded zero percent results in Higher Secondary Part-II (Class XII) examination, while in Kashmir valley five government schools failed to register any pass percentage during the academic session 2009-10. The figures show that while literacy rate in the state has gone up to 65.57 percent as per 2011 census against 55.52 percent as per 2001 census, but the number of schools showing zero percent pass percentage has also shown steep increase. "Though literacy rate is increasing but the number of students failing in exams at secondary and higher secondary level has also gone up. This is mainly because the measures taken by the government have not contributed much in improving the educational system", said an official source. Most of the educational institutions which fall in the negative list are government run schools, with well paid staff recruited through proper selection process. This concern of people about the poor performance of government schools is genuine as they send their innocent children to these schools with the hope that they will receive good education. Moreover, the public investments in education sector are increasing with no matching output in most of the institutions.
