Alleged fraudulent withdrawal of Rs 15 lakh in Hydraulic Division Kishtwar
Contractor approaches CM grievance cell, Crime Branch

Jammu, Jan 17 : The department of Public Health Engineering (PHE) Kishtwar is under scanner again, this time over alleged fraudulent withdrawal worth Rs. 15 lacs from divisional chest against the work done by a local contractor namely Ajaz Ahmed son of Iqbal Ahmed Lone resident of Bhagna Nagseni. The contractor has approached Chief Minister grievance cell and Crime branch for redresseal of his grievance alleging that officials of the department in a planed manner withdrew various bills on his name by forging his signatures, while he had not received a single penny from the department against the various works executed by him. In his complaint, the contractor has stated that he was engaged as Labour Mate and material supplier by Executive Engineer, and Asstt. Executive Engineer of P.H.E. Department for execution of various Water Supply Schemes in Block Nagseni from year 2009-10, to 2012-13 upto 2/2013, but the earned wages of labourers had not been paid so for. He alleged that AEE, PHE Sub-Division Paddar had withdrawn an amount of Rs. 1442950/- from Divisional Chest on the name of some unknown persons showing them as labourers by affixing fraud and fictitious signatures, thumb impressions and the said amount has been shared by the Officers among themselves. He claimed that the department has withdrawn the amount against the schemes/works namely WSS for Various Schools (Rs. 89250.00), carriages of pipes for WSS Chicha Nagseni (Rs. 305750), WSS Dachla Dimji (Rs. 98775), WSS Pullar Old (Rs. 73100), WSS Ayar Old (Rs. 22300) WSS Poller (Rs.2450) and WSS Puller (Rs.19300), beside laying and fitting of pipes of different dia bore which includes WSS Chicha Nagseni (Rs. 395125), WSS Dachla Dimji (Rs. 206450), WSS Puller (Rs. 264175), WSS Ayar (Rs. 37450) and WSS Piayas (Rs. 18075).
While talking to "Early Times" the contractor said that the official even failed to reply to his RTI seeking details pertaining to withdrawal of bills on the name of contractors shown in the record. He said that after filing the RTI, the department through a letter intimated him to deposit Rs. 15000 as Photostat and computer charges which were quite high as compared to the details sought by the contractor, but following the instructions, the contractor deposited Rs.15000 in government chest. He further stated that after depositing Rs. 15000, the PHE officials intimated him that the amount was wrongly mentioned as Rs. 15000 in the said latter and asked him to take the money back deposited by him in the government treasury. He urged the Chief Minister grievances cell and Crime Branch to conduct a detail probe into the fraudulent withdrawal of various bills by the officials of the department for which he (Contractor) is the actual beneficiary. He urged upon the Chief Minister to initiate crime branch probe into the matter.
