JAMMU, Jan 17: Deep rooted nepotism within the department of Higher Education has left it woefully exposed once again as an adhoc lecturer managed to get the Principal of a city college attached for 'disobedience and insubordination'.
The chronology of events that led to the incident began after the transfer of sister in law of NC stalwart Devender Rana, a lecturer in English from GCW Gandhi Nagar to GDC Kathua was cancelled and she was brought back to her original place of posting. According to sources, Geetanjali Rana's order of transfer was modified, following which another lecturer in English, Jyoti Dutt was transferred from GCW Gandhi Nagar to MAM College to make place for her.
Following modification in the order, one Santosh Sharma, who was engaged as adhoc lecturer in English and posted at MAM College had to be relieved under rules. Sources divulge that Santosh Sharma, whose husband, a local businessman reportedly has close proximity to a NC leader from Doda approached the Minister for Higher Education Mohammad Akbar Lone who reportedly directed the Principal MAM College Ramesh Chander to retain the adhoc lecturer, which latter denied. "The Principal refused to oblige the Minister as engaging an adhoc lecturer without certification of adequate workload tantamounts to financial misappropriation for which Principal is held accountable," said a source in MAM College. "The Principal however, urged the Minister to issue directions in written for compliance," the source added.
Irate over what he termed as insubordination and disobedience, the Minister issued attachment order of the Principal Ramesh Chander and former Principal RS Pura College, Anita Sudan, who was attached with the Higher Education secretariat was posted as Principal MAM college at his place.
While the incident has exposed nepotism prevalent in the Higher Education department wherein an Adhoc lecturer managed to fix a Principal, it has also brought to the fore the uncertainty and insecurity faced by the adhoc lecturers who are sacked immediately after a regular lecturer is posted at their place. Besides, the incident has also exposed the transfer muck in the department of Higher Education where all Principals and lecturers want to serve only in capital cities and corruption and nepotism are galore in 'management' of these postings.
ET learnt that adhoc appointments of lecturers are made through GGM Science college and later the appointees are posted at different colleges looking into the 'work load' which is certified by the HODs of various subjects looking into the strength of the students and permanent staff posted in those colleges.
