CAPD depot holders violate food security bill
Deny ration to APL, BPL families

JAMMU, Feb 3: Notwithstanding the claims of CAPD Minister, Chou-dhary Mohammed Ramzan and Director CAPD, Chib that the ration has not been stopped to the bonafide and genuine ration card holders under APL and BPL categories, thousands of such ration card holders have been denied ration by depot holders since January this year.
According to sources, the CAPD depot holders are denying ration to thousands of APL and BPL card holders in the State on the pretext that the Department has reduced their quota of supply. This decision of the CAPD has also put a question mark on the passage of bill security food promising free ration to the people in the country.
Sources said all depot holders of CAPD have stopped ration to the APL and BPL card holders who were given ration cards over two years back. The poor people have been forced to purchase the ration in black at exorbitant rates. This has led to crisis in various localities and people have shown lot of concern against the CAPD Department.
“What is the fun of Food Security Bill if it denies ration to the people under APL and BPL categories”, said Ghulam Ali Khatana, a Gujjar leader. The Government says that the additional quota being given for nomadic Gujjars and Bakerwals some backward and far-flung areas has been stopped by Centre after passage of Food security Bill which is a cause of concern, he added.
The Government has also denied ration to hundreds of migrants under APL category following the denial of additional quota by Centre, said Ramesh Kumar a social activist. He said the issue was taken up with the CAPD authorities by them who feign ignorance about the same. But the hundreds of APL migrant card holders have been denied the ration, he added.
However, sources reveal that the depot holders have got the supply in full from CAPD but some of them are selling the same in black on the pretext that the Government has stopped the additional quota. A Depot holder in outskirts of Jammu city had to cut a sorry figure when the consumers brought the CAPD Deputy Director for on spot checking at his depot today.
The Depot holder fumbled and could not give a satisfactory reply when the DD wanted to see the reason for denying ration to APL card holders when he had received full supply for 250 ration cards from the Department, sources added.
Sources said angered over the highhandedness of CAPD Depot holders the people have demanded a probe into the matter alleging the maximum
ration including sugar is sold in black and not distributed among the consumers. The migrant APL card holders are totally denied the quota of sugar by CAPD for years together which is a cause of concern for them.
This is a big scandal and the Government should order a probe into the same, said Desh Rattan president AMCCC. He wanted to know when ration
and sugar quota is given to all consumers of the State why the migrant APL card holders are being singled out.
