| Khursheed Ganai's appointment as FC Revenue withdrawn | | | Early Times Report
JAMMU, Feb 3: Omar Abdullah's government has silently and secretly withdrawn the senior IAS officer Khursheed Ganai's appointment as Financial Commissioner Revenue within days of its sanction by the Cabinet.
Days after his repatriation from the Central deputation, which was reportedly cut short at Ganai's instance through Chief Secretary Iqbal Khanday even without a formal requisition from the State government, the Cabinet on February 1st had elevated the 1982- batch IAS officer to the fixed pay scale of Rs 80,000 per month and appointed him as FC Revenue in place of the 1979-batch IAS officer Arun Kumar. Kumar was appointed as Director General of IMPA, relieving Bharat Bhushan Vyas of an additional charge.
Informed sources revealed to Early Times that Ganai's appointment was immediately withdrawn and he was placed in a queue of the officials 'awaiting orders of adjustment in GAD'. Even as some bureaucratic sources insist that the appointment was withdrawn as Ganai refused to accept it and he laid his claim on the post of FC Finance or FC Home, others in Civil Secretariat claimed that the Chief Minister had "suddenly a secondary thought" when he learned that a "negative impression" was being created about his authority and that of the Cabinet.
Insiders said that Ganai had been initially insisting for his appointment as FC Home but that plan was shelved when Director General of Police Ashok Prasad conveyed it to the State government that he would have to be relieved before such an appointment as his camaraderie with Ganai would not be possible.
Consequently, it was decided between Chief Minister and Chief Secretary that Ganai would be appointed as FC Revenue. "This was very much an agenda item and he was appointed as FC Revenue", said a Ministerial source. But when the orders came out, there was simply the mention of Ganai's placement in the Chief Secretary's (FC's) grade with effect from January 8, the day Ganai joined back in the State government.
Ganai, who is a close relative of a large number of the influential officials, bureaucrats and politicians, has served as Divisional Commissioner of Kashmir and Commissioner-Secretary of General Administration Department before he was picked up by Omar Abdullah as Chief Minister's Principal Secretary in 2009. It proved to be a shortived tryst with the top office when Omar Abdullah ordered a major reshuffle and removed a number of the government functionaries who were perceived to be enjoying intimate relationship with the opposition PDP top brass.
Those removed in the August 2010 reshuffle included Chairman of Jammu and Kashmir Bank Haseeb Drabu (who was unceremoniously relieved), Basharat Ahmad Dhar (who was shifted to Power Development Department) and Khursheed Ganai (who was sent on a five-year Central deputation against his will). Ganai was replaced by B.B. Vyas who is continuing as Principal Secretary to CM, Principal Secretary Finance and DG IMPA but has been over the years relived of many of his additional charges including CEO ERA and Secretary Information.
Who among the poor guys---Arun Kumar (whose wife Sonali Kumar has already been relegated to miserable conditions in J&K House New Delhi) and Suresh Kumar would be sacrificed, remains to be seen. |
