Bivek Mathur Jammu, Mar 4: Against the common rhetoric of the ruling coalition government of getting success over providing better administration and better facilities to the commoners, the Comptroller and Auditor General of India's (CAG) report tabled in both the Houses of legislature today revealed that the state has spent least on Social Welfare, Transport, Agriculture & Allied activities, Rural development among other important sectors . As per the details provided in the Finance Accounts, Volume-II titled statement of Progressive Capital expenditure, the total expenditure incurred on Social Welfare and Nutrition in 2011-12 was Rs. 2, 51, 72.28 lakh whereas for the next year i.e. 2012-13, only Rs 90, 87.78 lakh were incurred on the social welfare and nutrition. When a comparison of expenditure during two sessions is drawn out, it revealed that the expenditure has witnessed (-) 64 percent decrease. Similarly the expenditure of 10 other sectors has witnessed percentage decrease like on the Social Welfare and Nutrition sector. As far as the efforts of government on maintenance and construction of roads and bridges, road transport and on inland water transport is concerned, the expenditure incurred on Transport for the year 2011-12 was Rs. 10,80,95.63 lakh and the expenditure made on the same for the year 2012-13 has decreased by about 49 percent. The government has also ignored the Agricultural department which is considered as the backbone of any state or country badly as it has spent Rs. 6, 22, 33.20 lakh on the Agriculture & Allied activities during the year 2011-12 but for the year 2012-13, it has spent only Rs. 3,82,97.92 lakh and has witnessed (-) 38 percent decrease in expenditure. Similarly showing less concern to provide General Economic Services and Economic Services, a decrease of (-25) percent and (-) 24 percent has been witnessed for the two years. On Irrigation and Flood Control department the expenditure comparison for two years has revealed a decrease of (-) 18 percent. Again for exploring mineral strength and providing better atmosphere to the industrialists, a decrease of 16 per cent has been witnessed. As far as Energy sector and Department of Rural Development is concerned the percentage decrease for the two years is (-) 11 and (-) 10 respectively. With an expenditure of Rs. 2, 68, 62.25 lakh on Health and Family Welfare in 2011-12 and Rs. 2, 57, 43.07 lakh in 2012-13 the percentage decrease of expenditure is minus (-) 4 per cent respectively. |
