No new administrative units under NC-Congress regime?
No Money, No Employee, No Infrastructure

JAMMU, Mar 4: It is now almost clear that the people of the State are unlikely to get new administrative units during the present NC-Congress regime. Of course, the State Cabinet hurriedly adopted the recommendations of the Cabinet Sub-Committee on new administrative units on February 1 to give the people understand that the present regime would bring administration to their doorstep, obviously, keeping its eyes fixed on vote-bank, but it did not really mean it. This became clear on the day the Finance Minister presented the NC-Congress coalition Govern-ment's last budget and did not earmark any amount for the creation of the recommended over 600 administrative units. He only earmarked an "adhoc" sum of Rs. 5 crore. This was a clear signal that the State Government did not really mean what he did on February 1. The State Government would need more 1000 crore of rupees to implement the decision.
That the people of the State are unlikely to get new administrative units could also be seen from the fact that it was only on March 3 that the State Government constituted a committee under the Chief Secretary to the Government to "examine the proposals of different departments for creation of posts as well infrastructure required for the establishment of the new administrative units".
The General Administration Department on Monday issued an order (247-GAD-2014, Dated 28-02-2014) to accord sanction to the creation of the committee to be headed by Chief Secretary. Administrative Secretaries of Planning and Development Department, Finance Department, Revenue Department, General Administration Department and Administrative Secretary of the concerned Department have been made part of the committee. The Revenue Department will determine the jurisdiction of the new administrative units and look into the requirements in terms of staff and infrastructure required to make the new administrative units functional. Besides, the Revenue department will also work out the financial implications.
All this is time consuming. Besides, people would be there to play their role at the times of determining the jurisdictions of the respective new administrative units. It is difficult to say that the committee would be in a position to do the needful before the code of conduct is enforced in the state. And then the separatists are also there to create obstacles in the way of the Government. They are opposed to the creation of new administrative units. But more than that, the State Government has no money in exchequer. Jammu and Kashmir is bankrupt state and it is not able even to meet the present wage bill. It is the Central Government that is sustaining this Government. Those who accuse the NC-Congress coalition of hoodwinking and misleading the people of the state over the issue of administrative units do make a valid point.
