Govt move to create MSC draws flak

SRINAGAR, Mar 13: The State Government's decision to create Medical Supplies Corporation (MSC) has turned out to be a half-hearted exercise since the measures to supplement the move have not been taken so far.
Sources said the State Government hit upon the plan to create the Medical Supplies Corporation so as to ensure that standard medicines are purchased and then supplied to the hospitals in the State. However, till date nothing concrete has been done on the ground. In other words no beginning has been made so far.
"Office is nowhere to be found infact it is not existing; neither in Jammu nor in Kashmir, since this will be a movable office. If the Government is keen to this corporation, then where is the law that will ensure its fair duty? Does it carry any guarantee that it will not come under any political influence," said sources.
Sources said that building to host the office could not be hired during the last 12 months. There are no funds either for the salary of employees or for hiring a building.
A top officer wishing anonymity told Early Times that the procurement of the medicines will be made through the tenders. The cost of the medicines will be in crores together, it will generate a lot of interest in the administrative circle to find a chair of power in the Corporation.
This officer said that ideally the procurement wing should be within the Health Department, but autonomous, having an independent charge. Be it Director Health, Commissioner Secretary, Health or Health Minister himself, they must have no role as far as the procurement of the medicines is concerned, he said.
"There is no financial assistance as yet to infuse the much needed confidence into the staff of the Corporation. There is no plan to establish the state of art laboratory within the Corporation office to test the medicines for credibility, which otherwise will be required to be sent outside the state, thus consuming wealth and time," said sources.
Sources said that since this has been given the name of the corporation, will company laws and bylaws be applicable to this corporation? Will the balance sheets be audited by the chartered accountants? Who will be the share holder? As the procurement would last just a few days, what will the staff do for the rest of the year?
"Chief Minister as the Chairman of this Corporation and the Health Minister as its Deputy Chairman have to take all these apprehensions as challenges and at the same time have to be enough vigilant. This is a serious issue and be kept away from the politics and should not be considered as the 73rd amendment of the Panchayati Raj," said sources.
