| 6 years on, 5 projects of Fisheries Department remain fishy | | JKPCC, PWD (R&D) fail to meet deadlines | | Arun Singh Jammu, Mar 13: At least 5 works and projects of Department of Fisheries at the estimated cost of Rs 6.28 crore are still incomplete even after the lapse of 6 years. In order to enhance the fish production in the State it was emphasized to create infrastructure viz fish farms/ ponds, hatcheries, raceways in a time bound manner for enhancing the fish production in the State. The position of total works/ projects executed during the period 2008-13, and the works still incomplete at the close of March 2013 was not available with the Department, this was revealed by the Comptroller and Auditor General of (CAG) India. CAG said that the work allotted to Jammu and Kashmir Project Construction Corp (JKPCC) and Public Works Department (R&B), private contractors and has to be executed within three months to two years had either not been completed within the stipulated time period or left midway despite incurring expenditure of Rs 2.35 crore on these works due to paucity of funds, non-transfer of land, land dispute and awaited permissions. CAG during its scrutiny noticed that construction of five farms / ponds/ raceways including Trout Fish Farm at Bheja Baderwah at the estimated cost of Rs 2.87 crore which started in 2007-08 and has to be completed in 2008-09 while expenditure was incurred Rs 1.30 crore, Construction of Fish Farm at Sungwal Samba at Rs 89 lakh started in 2010-11 and target date of completion was February 2013 and expenditure incurred Rs 39 lakh, Construction of Trout Fish Unit Kirchi Udhampur at estimated cost Rs 1.38 crore which had started 2006-07 and expenditure incurred Rs 39 lakh, Construction of Seven Trout Hatcheries at Rs 1.05 crore started in 2011-12 and expenditure incurred Rs 25 lakh, Construction of Guard hut at Fisheries recreational park Gulmarg at Rs 9 lakh started in October 2010 and target date for the completion was January 2011 and expenditure incurred Rs 2 lakh have been not completed within the stipulated time period or left midway. The Deputy Director (Central) stated (July 2013) that the position would be ascertained from the concerned Project Officers/ Assistant Directors. |
