Sandeep Bhat Jammu, Mar 21: Kashmir region has registered maximum human rights violations in the state with the State Human Rights Commission since its inception in 1997, with Jammu following a distant second and Ladakh region showing a clean slate. According to the figures, out of 6697 cases registered with the commission during the last 17 years, 5098 cases have been disposed off. As per the annual report 2012-2013 of J&K State Human Rights Commission, 486 cases were instituted from April 2012-March 2013 of which 188 cases have been disposed off. Of these, Kashmir region registered 313, Jammu 173 and ladakh registered none. These cases include 3 custodial deaths in Jammu and 2 in Kashmir; Rape cases, 8 in Kashmir, 7 in Jammu and none in Ladakh; Harassment cases, 67 in Jammu, 45 in Kashmir; Cases of disappearance, 32 in Kashmir and 3 in Jammu and Cases of Ex-gratia relief, 9 in Jammu and 22 in Kashmir. Besides, there are cases of encroachment, murder, death investigation, security cover, kidnapping, eviction, pension cases, rent cases, service matters, compassionate appointment and others which are registered with SHRC but even in these cases, Ladakh maintains an absolute clean slate. As per the annual report of the SHRC, the commission took within its means all possible effective steps to expedite the disposal of the cases. The commission has variety of other cases before it which include traffic management, coaching centre muddle, pepper gas issue, custodial killings, unsafe spices, rights of jail inmates, killing of civilians, carnivorous stray dogs, faulty electric lines, domestic violence, Amarnath land row, militancy consequences etc. |
