With MCC in place and Ministers away, work in Sectt comes to complete halt
Over 40 % funds under budgetary allocations to remain unspent

Jammu, Mar 21: Various development projects and routine works taken up during the current financial year by the NC led Government which have suffered hicuups on account of certain reasons in the past are now faced with a fresh roadblock which - preoccupation of the Ministers and entire Government machinery with the election campaign, a factor which will not only miss the deadline of completion but result in bad financial management. Over 40 % funds earmarked in the budget (for the year 2013-2014) are set to remain unspent this year as less than 10 days are left for financial year coming to close. While the Government is bound not to spend any amount on the new projects due to Model Code of Conduct in place, it is not in a position to pay attention to the ongoing projects an works already in progress for the sole reason of non availability of Ministers in their offices.
According to sources, not a single file from any Ministry or from the Chief Minister's office has moved for the last three weeks soon after MCC was put in place for Parliamentary elections. While the Ministers found it as an easy escape route to be away from their respective departments and the projects under their ministries, what is impacting adversely is the fast slipping out time of financial year, said the sources adding that this being the time of closing, all works related to funds utilization and expenditures has come to a standstill position. No work has been taken up in terms of expediting expenditure by the end of March as the functioning of entire civil secretariat has come to a virtual halt, added the sources.
Sources also said that like previous years, more than 40% of funds are still unspent under the budgetary proposals this year. While in the previous years, the Finance Ministry and Planning Ministry would rush through the release of funds in the fag end of financial year which would enable the Government to manage and show in the revised estimates that funds have been spent, no matter in hurriedly spent manner mostly in the month of March. But, they are not able to do so this time partly due to MCC in place and partly due to non availability of entire council of Ministers, sources said. In other words the NC led Government will not be able to utilize the funds completely this year for certain avoidable reasons which could be easily overcome, if the Government so wished and had will to do so. It seems a far fetched situation as all the Ministers of both the allies are busy in different , rather opposite directions, paying scant attention to their works and offices, which stand virtually locked for over three weeks now.
