Jammu, Mar 21: In brazen violation of Model Code of Conduct, various Government departments have flouted tenders for different works in Jammu division from March 5 to 16, even as the MCC came into force on March 5 itself.
As per guidelines of MCC, FAQs 34 read in response of query that 'suppose work order has already been issued for a scheme. Can work be started in respect of such scheme? The FAQs read no work shall be started in respect of which even if work orders have already been issued, if the work has actually not started in the field. Work can start only after the completion of election process. However, if a work has actually started, that can be continued.
However, disregarding the MCC, Jammu Kashmir Project Construction Company, University of Jammu, PWD-R&B, DGPJK and other departments have flouted tenders for various projects from March 5-16.
On March 5, when, the MCC came into force across the country, same day six tenders were flouted. "For Automation of Assembly under NIT number jakega 2014_IT_ 12048_1, Request for proposal for establishment of State wide Area Network (SWAN) in J&K State, NIT no 03 of JaKeGA 2014, Supply-Installation of 125 KVA DGSET for newly constructed Institute of Mountain Environment building at Bhaderwah Campus NIT number 2014_UDJK_12030_1 by University Department, Supply and Installation of 35 KVA DG SET in the Directorate of Sports and Physical Education NIT no 2014_UDJK_12028_1 by University Department, Supply and Installation of 75 KVA DGSET for Six Storeyed DDE Building at New Campus University of Jammu NIT no 2014_UDJK_12029_1 and re-alignment OF 132KV D/C Canal - Miran Sahib Transmission Line (Extension of Jammu Airport) In Jammu On Turnkey Package Basis by DC-PDD NIT no 2014_PDD_12042_1.", the source said, adding that on March 6, three more tenders were flouted.
"On March 6, outsourcing of security services under e-NIT No 2014_HME_12055-1, 12056-1 and 12057_1 three tenders were flouted by Purchase Committee IGGDC Jmu (Health and Medical Education)", sources said, adding that on March 7, the University Works department flouted five tenders. "On March 7, for Electrification of Girls Hostel at Poonch Campus of Jammu University, Electrification of Boys Hostel at Poonch Campus of Jammu University at Poonch, Repair and Renovation by way of Interior Finishing and Furniture fixing like cupboards cabins and false ceiling of cash section of accounts branch at new university campus, Electrification of Academic Block at Poonch Campus of Jammu University at Poonch and for Supply and erection of Prefabricated portacabin in Controller of Examination Block at New University Campus Jammu, the University Department invited tenders", they added.
They further said that on March 9 tenders for Suply of Fibre Shikara under NIT number 2014_DGPJK_12091_1 were flouted by DGP-JK. "On March 15, MD JKPCC flouted tenders for Design, Manufacture, Supply, Installation, Testing and Commissioning of 2 number 8 to 10 passengers Machine room less Elevators at Lawyers Chamber Complex, High Court, Jammu under 2014_PWDJK_12122_1, was invited by JKPWD", the source further said, adding on March 16, the JKPWD again violated the MCC by inviting tenders for Supply, Installation, Testing and Commissioning of 30 number of Air conditioning units of 2.5 TR capacity in District Courts at Janipur Jammu under e-NIT number 2014_PWDJK_12129_1. |
