Police foils march of urban local bodies to Secretariat, arrests dozens of employees

SRINAGAR, June 19: Police used force and arrested more than 50 employees of urban local bodies when they tried to carry out a protest march towards the civil secretariat as part of their protest programme in support of their demands.
Eye-witnesses told Early Times that the police acted against the employees when they tried to break free from the siege already laid around by them at the Press Enclave. The employees were whisked away from the scene of the protest and bundled in police vehicles to the KothiBagh police station. Early in the morning the employees of urban local bodies under the banner of Urban Local Bodies Employees United Forum (ULBEUF) assembled at Habitat Centre, Bemina and carried out protest demonstration in support of their demands. The protesters raised slogans in support of their demands and they were also carrying placards in their hands. The protest demonstration at Habitat Centre carried on for few hours and later the employees reached the Press Enclave. The protests resumed at the Press Enclave and the employees yet again raised their demands in the form of sloganeering. As the protests were going a huge posse of police appeared on the scene and laid a siege around the Press Enclave. As soon as the employees tried to march towards the Civil Secretariat they were stopped by the police and asked to go back. The employees did not listen and they carried on with their march. On this the police personnel after facing some resentment took more than 50 employees into preventive custody. The arrest of 50 employees including ULBEUF President, Manzoor Ahmad Pampori triggered panic among the employees. Police resorted to lathi-charge on the employees and there was chaos in the entire area. The employees could be seen running for cover with police personnel running after them. Condemning the police action on the employees of urban local bodies, Pampori said that state government has turned a blind eye towards the genuine demands of employees. Manzoor said that the functioning of urban local bodies has gone from bad to worse due to the 'apathy' from the people at helm. "Work in all the municipal committees and councils of Kashmir division remained suspended on a strike call given by ULBEUF. The employees of the different departments have got all the benefits under the Sixth Pay Commission but the employees of urban local bodies have been denied the same," said President ULBEUF. Manzoor said that employees of urban local bodies should be paid salary according to the reorganization since the order has already been issued in this regard. He said employees of the department should be given time bound promotion and that departmental promotion committee (DPC) meeting should be conducted at the earliest. "There is no cadre management in the department as the seniority and cadre of employees has not been done so far. Proper transfer policy needs to be framed in the department and the services of deserving daily wage workers need to be regularized without any further delay," said Manzoor.
