| Embezzlement in centrally sponsored schemes in Marwah | | Whistleblower accuses VOJ of inaction, feels threatened | | Asif Iqbal Naik KISHTWAR, June 19: The whistleblower who unearthed massive bungling in implementation of centrally sponsored schemes in rural Marwah block of Kishtwar district has accused Vigilance Organization of Jammu (VOJ) of inaction. While talking to "Early Times", the whistleblower (name with held) said that he along with relevant documents wrote a detailed letter to Union Minister for Rural Development Department (RDD) in the month of June, 2013 and the copy of which was also sent to Minister for RDD J&K Government, Director RDD Jammu, Vigilance Commissioner Jammu and Assistant Commissioner Development Kishtwar for information and necessary action. He said that responding to his application, VOJ sent its team comprising five members to Marwah who verified the allegations on ground along with the complainant and general public of Marwah on 9th of October 2013. He said that during his visit to Marwah, VOJ team inspected work sites in 5 panchayats while 7 panchayats were left out and added that the allegations leveled by him in the complaint were found correct as no work was done on ground while payments worth crores of rupees has been withdrawn without executing the work on ground. He said that more than 8 months have passed, the VOJ fails to initiate action against the accused officials/employees till date. He said that the delay on part of VOJ in initiating action against the accused involved in multi crore scandals is like rubbing salt on the wounds of the people who were denied share of the development. He said that centrally sponsored schemes like MGNREGA, BRGF, IAY, Water Shed management, National Rural Sanitation are invisible on ground and added that the funds meant for the poor people under these schemes were embezzled by the department in a nexus with politically backed blue eyed persons. He said that material component was never provided to the people, but added that the same was shown withdrawn against the name of Sarpanch, Panches and some blue eyed persons that too can be verified from the record of Government treasury at Marwah. He said that many deserving people were denied job cards under MGNREGA, while fake jobs cards were provided to influential persons who are students, Government employees and settled at places like Srinagar, Jammu, Kishtwar and other places. |
