Black-marketing of PDS ration goes unabated, CAPD unmoved

Jammu, June 22: Despite huge hue and cry by residents against non availability of ration in the PDS depots ans allegations of black-marketing by the depot owners, the menace has carried on unabated, especially in the rural areas due to incapability of the department of CAPD.
"These ration depot holders open their depots at will and do not comply by the directions of the department to facilitate black marketing, but the department fails to take any action" said a consumer adding that many depots would open in the hot afternoon hours and close by evening, depriving the consumers to get their ration.
"It has been observed that majority of the ration dealers in Jammu have karyana or provisional store in addition to ration depots in violations of norms and the PDS ration is then sold at market prices through these karyana shops", said another consumer.
Ration dealers make fast buck at the cost of BPL consumers as they are coerced to believe that there is dearth of ration. These people are the worst sufferers of the mal practices as it is most difficult for them to buy ration from open market at exorbitant prices.
Many attribute the lack of will of the supervisory staff of the CAPD to act against the defaulters to unholy nexus of which they become a part. "Officers of the department know everything and every modus operandi adopted by depot owners in black marketing, but they simply shut their eyes to it" said an official of the CAPD pleading anonymity.
Sources further said affluent consumers take only PDS Sugar and surrender their quota of rice and atta, which is then made available at karyana shops of the depot owners for sale at market price. PDS Atta bag is priced at RS 85 per kg but in black-market, they are sold for RS 120-RS 140.
All attempts to contact Director CAPD Jammu G S chib to take his comment failed, as he did not respond to repeated calls on his phone.
