Jammu, June 22: Transfer policy has been violated in Jammu and Kashmir's Police Department and the department has attributed it to paucity of the professional and Urdu knowing staff.
The revelation of the dearth of professional police staff came to fore when Superintendent of Police (Hqrs Jammu), who happens to be the FAA, gave reply in response to the RTI filed by Kovid Khosla, lawyer by profession in Jammu and Kashmir High Court.
The lawyer sought list showing details of the naib-courts posted in Saddar court, Jammu/NRHM office DPO/SHRC Court Jammu who have been posted in the district court Jammu and CPO (District Court Jammu) for the first, second and third consecutive time since year 2000 including their period of stay during such postings in district Court Jammu and the steps taken by the department to implement the J&K Govt's transfer policy. The information seeker also sought reasons if any for the administrative decision of the department for not transferring the naib courts.
However, in reply having RTI No 4462-64/Hqrs, the FAA said "As intimated by the DPO Jammu, retention of the police personnel for performing such duties especially in courts is the paucity of the processional as well as Urdu knowing staff. On availability of the legible police personnel, automatically the overstayed staff would be shifted".
Though there is an army of the police personnel glued on one posting for more than four years, but some of them have been mentioned as detailed by the police officer including Sgct. Pawan Kumar, posted in Malkhana Saddar Court w.e.f 1.4.2003. There are some other cops who have been posted in Naib Courts of different courts of Jammu including HC Mohd Hanief, period of posting from 18.10.2008 to till date. Earlier, the same cop remain posted in DPL Jammu from 19.10.2001 to 30.03.2008.
HC Mohd Amin, period of posting from 26.4. 2010, Sgct Shams Din, period of posting from 27.3.2010,HC Baldev Raj, period of posting w.e.f 27.5. 2006, Ct Rakesh Kumar, period of posting w.e.f 27.03.2010, HC Khurshid Ahmed, period of posting w.e.f 30.7.2010 and Ct. Naresh Singh w.e.f 24.12.2009. Besides, there are some who have not been transferred for years including Sgct Sanjeev Kumar,place of posting in SHRC Naib Court w.e.f 23.0.2010,Sgct. Aviman Singh, posted in NHRC off DPO Jammu w.e.f 3.2.2009 and others. |
