Jammu suffers as ERA goes slow on execution of projects
PIO hides `targeted date of completion'

Jammu, June 22: With slow execution of projects by the Economic Reconstruction Agency (ERA) in Jammu, the condition of the winter capital is going from bad to worse, though a hefty amount is shown in papers to be used for giving a facelift to the city.
Majority of the projects taken up by ERA with ADB/Central/State Governments during the year 2011-12, 2012-13 and 2013-14 under ADB Loan 2331 are till date awaiting their completion despite spending crores of rupees on these projects.
The same has come to fore through an RTI reply filed by this scribe with number PM/JKUSDIP/ERA/J/2159-92 on 22.04.2014. The RTI reply reads that under Tranche-1, ADB loan 2331, for providing, laying, jointing, testing and commissioning of sewerage network in Bakshi Nagar, Gurha Bakshi Nagar and Ranbir Collector (Main Trunk Sewer) of Division 'A' Phase-11 at Jammu, Rs 25.99 crores were approved for laying of sewerage pipe, construction of manhole/inspection of chamber, making of house connection. With assigned work on 20.61 Km for laying of sewerage pipe, the achievement shown by the executing company as on April 26, 2014 is 17.84 Km with Rs. 15.33 incurred out of 25.99 Crore for other works including construction of manhole/inspection of chamber and making of house connection whereas the rest of the work is in progress.
Under similar head, for providing, laying, jointing, testing and commissioning of sewerage network in Subash Nagar, Shiv Nagar, Shakti Nagar, Rehari, Newplot and Sarwal of Division 'A' Phase-11 at Jammu, an amount of Rs. 54.24 Crores was approved out of which only Rs. 28.06 Crores have been incurred. Laying of sewerage pipe was proposed on 64.96 Km out of which only 41.97 Km diameter has been covered on April 26 2014 with other works.
Similarly with 52.88 Crores rupees approved for providing, laying, jointing, testing and commissioning of sewerage network in Janipur, Patoli, Bhawani Nagar, Mandleek Nagar, Laker Mandi, Pamposh Colony of Division 'A' phase-11 at Jammu, only Rs. 26.33 Crores have been incurred with work taken up under State Sector in progress yet again.
A Sewerage Treatment Plan of 30 MLD capacities at Bhagwati Nagar Jammu with approved cost of Rs 29.36 Crores is again awaiting completion till now with Rs. 27.57 Crores as incurred amount.
Pertinently, the department has not shown any targeted date of completion in the reply possibly to hide its failure to execute these works timely.
