Asif Iqbal Naik Kishtwar, July 19: Department of CAPD has been working overtime to conceal facts from the Special Investigation Team (SIT) constituted by the SSP Kishtwar Sanjay Kotwal to probe into the allegation of massive embezzlement in distribution of PDS ration in Kishtwar District, particularly after seizer of 165 bags of rice weighing 50 Kg each meant for distribution among the residents of Dachhan from Kuriya area of the District of July 3, 2014. As per the details available with "Early Times", SIT headed by Additional Superintendent of Police Kishtwar Abdul Qayoom wrote to Assistant Director Consumer Affairs & Public Distribution (CAPD) Department Kishtwar seeking details in connection with case FIR No. 121/2014 U/S 406,409, 109 RPC and 3/7 Essential Commodity Act register at Police Station Kishtwar, but the same was not submitted by the CAPD officials to SIT so that the investigation in this important issue could be stalled. As per the copy of the letter available with "Early Times" written by SIT in charge, police sought details of food stores, sale deports, extension counters, fair price shops (dealers) situated in District Kishtwar along with the officials deputed/deployed as store keepers/salesmen with their designation/date of posting, name of dealers with full particulars along with their license numbers and the details of ration card holders attached with them category wise (APS, AAY, BPL, APL), list of poorest families attached with the store keepers/salesmen/dealers, details of the food quota allocated in the district for nomadic Gujjar & Bakerwal community and also list of these families provided with the food grains subsequently with the area of their seasonal halt, the details of store keepers/salesmen/dealers entrusted with the job of distribution of food grains to these families in the area of Dachhan, Marwah, Warwan, Chatroo, Padder & Nagsini, details of dispatch of food grains/sugar from Food Corporation of India Godown Kishtwar to TSO Kishtwar, Dachhan, Marwah, Warwan, Nagsini, Padder and Chatroo food stores/centre wise, details of transportation of ration with the name of driver, vehicle number, challan number and quantity of ration I.e. Atta, Wheat, Sugar, Rice and Kerosene oil dispatched to the store keepers, salesmen & dealer trip wise, name of Marakban with full particulars, quantity of ration, rate of dispatch and challan numbers, details of building hired for storage along with details of rooms/details of rent paid on monthly basis at all locations, details of distance in kilometers from main store to canters/dealers by vehicle/by foot, list of fair price shops of Kerosene Oil with the name of dealers/location of the deport with their capacity of quota/scale along with list of families attached with each dealer, monthly cash remittance on account of Chief accounts Officers CAPD Jammu, name of the authority who authenticated the cash remittance through treasury done by store keepers, salesmen & dealers, details of capacity of Godown/stores wherein ration is stored/dumped in far flung areas of Dachhan, Marwah, Warwan & Padder for 6 months during winter season, details of ration dispatched from Mir Bazar Anantnag (Kashmir) to food store Matigowran (Kishtwar), thereafter consequent dispatch details to store Matigowran to Guzar Inshan to centre wise to Marwah and Warwan areas, along with other relevant details. All these details were demanded by the SIT from CAPD department from 31-03-2013 onwards in 3 days so that the misappropriation/embezzlement could be unearthed , but the department has turned deaf ear towards the details sought by the Kishtwar police. After denial of the relevant details by the CAPD officials, SIT is exploring the option of seeking legal recourse against the department. It is pertinent to mention that Kishtwar police seized 165 bags of rice from truck bearing registration No. JK02G-3755 from Kuriya village when the truck driver Ifroz Ahmed was handing it over to a local CAPD department dealer Mohammad Shafi for illegal sale. |
