Jammu, July 19: A retired state Govt. officer, Ravinder Gupta, it has been learnt is acting nowadays as whistle blower for State Vigilance Organization and other agencies.
The officer, who during his last days in Govt. Service was attached by the State Govt. in 2012 for committing grave irregularities and corruption, has started blackmailing officers of different departments.
Interestingly, Ravinder Gupta is serving as vigilante for the investigation/watch dog agencies for settling his own scores.
Reliable sources informed that the officer is writing letters about different issues against the officers to Vigilance Organization for misinforming the agency. Recently, he wrote complaints about the Jammu Municipal Corporation, blackmailing the officers of the Corporation for getting his work done.
The retired officer has built commercial structure at Channi Himmat which is purely a residential colony but he in grave violation of Municipal bye laws and housing board norms built basement as well.
The Municipal Corporation booked the case under COBO Act and further contested it in the High Court. Incensed by the action of Municipal Corporation, Ravinder under the garb of consultant to a daily newspaper has started putting out stories regarding JMC for tarnishing the image of the Corporation and its employees.
According to JMC, the daily newspaper is being published from the Gandhi Nagar locality which is purely in violation of Municipal byelaws and master plan. He has been employed in the newspaper due to the influence of his wife who was till recently working as Excise Commissioner of J&K State.
Ravinder Gupta has chequered history of indulging in irregularities and corrupt acts. He was indicted by the enquiry committee constituted by the Govt. for his tenure in JAKFED.
The officer ordered promotion of various officials with retrospective effected, diverted Rs 250 lacs received as compensation against land transferred to dental college from developmental to revenue expenditure. There were huge irregularities pointed out in the purchase of cement, bitumen, tar, fertilizer and tea causing huge loss to JAKFED.
The ex-officer using influence of his wife and newspaper instead is targeting different organizations for his own gain and blackmailing. The officer despite being involved in JAKFED scam has not been booked till date and instead is trying to hush-up the case by acting as RTI Activist.
