Jammu, July 19: A lecturer of Physics, working in Government Higher Secondary School Pancheri, Udhampur, who was promoted in December 2013 as senior lecturer, is being denied for raising voice against deeds of the Principal.
DC Kundal, who showed, 70 percent results in Class 12th exams, was promoted as senior lecturer, under Government order number 1074-Edu-2013, dated 30-12-2013, but is being denied the promotion benefits and allegedly being harassed by Principal for raising voice against his misdeeds.
Talking to Early Times, DC Kundal said that in year 2007, he was promoted as In-charge lecturer and was transferred to Higher Secondary School Nubra, Leh, where after working for two years, transferred to HSS Bishnah in 2009, and once against transferred to HSS Pancheri, Udhampur in October 2012.
He further alleged that he was being victimized by the Principal, as he belonged to a Scheduled Caste (SC) category while the Principal and Chief Education Officer (CEO) Udhampur were upper caste people.
"In January 2013, I was regularized as lecturer and as per rough estimates, my arrears calculated nearly Rs. 3.72 lakhs, but same were withheld by Principal of School, Pawan Singh Parihar, as I had refused to offer 10 percent commission to the Principal as demanded by him", Kundal alleged, adding, "Some of other lecturers got their arrears released, after offering pecuniary benefits to the Principal."
He further claimed, "When I refused to give commission, the arrears were withheld for more than one year by Principal and only in March 2014, nearly 2.10 Lakhs arrears were released, due to every possibility of lapse of that amount on the closure of financial year". Kundal further alleged that he had raised voice against the deeds of Principal, who remained absent from School and used to attend CEO Office and DDC Office Udhampur, 10-15 times a month without any valid reasons.
"Excess admission fee from the students was charged and Rs. 10 as duration certificate fee and Rs. 20 for provisional and character certificate fee and Rs. 30 for printing fee has been illegally charged by the Principal", Kundal claimed, adding, the Principal also used derogatory language against his caste.
He further said that despite repeated complaints to the higher officials no action has been taken, and now he has appealed before Chief Minister Grievance Redressal Cell, for taking appropriate action and directed the authorities to extend promotion benefits. When contacted, Principal of HSS Pancheri, Pawan Singh Slathia refuted the allegations and claimed that the order of seniority was issued in the ending month of December when there were winter vacations. "After winter vacations were over, DC Kundal misbehaved and used derogatory language on me for not giving seniority benefits. The head of institution has the power to withhold the benefits for misconduct", he claimed.
Pawan Singh Slathia further claimed that over the allegation of demanding 10 percent commission for release of arrears, a committee was constituted, which has investigated the matter thoroughly.
