| Ceasefire violations can delay resumption of India-Pakistan dialogue | | | Early Times Report Jammu, July 19: If Pakistani troops have violated ceasefire agreement on four occasions during the last 16 days cannot be treated as incidents that do not merit any attention from the BJP led NDA Government which is headed by Narendra Modi, who has been spending time on promoting cordial ties with all neighbouring countries besides developed nations. That Pakistani troops, guarding the LOC and the IB, have shown that they are the real boss and not the man, Nawaz Sharif, who heads a civilian Government in Islamabad. Those who do not agree with such an assertion or claim need to know why intermittent ceasefire violations? In June Pakistani troops violated ceasefire agreement as many as five times. And right from the day Nawaz Sharif took over as Prime Minister of Pakistan he has been harping on promoting cordial ties with India. He has been heard repeatedly supporting settlement of bilateral problems and issues through the process of dialogue. And about two months ago Nawaz Sharif was one among those world leaders who had sent greetings to Narendra Modi on his installation as Prime Minister of India. He was the first leader to have extended invitation to Modi for visiting Pakistan. All this indicated that Nawaz Sharif was in favour of mending fences with India otherwise he should have delayed military operations against terrorists of various hues in areas on Afghan-Pakistan border, including Waziristan. Yes, there are critics of Nawaz Sharif who say that military operations were launched against terrorists when peace talks had failed and terrorists had carried out major strikes not only on vital installations but on Army headquarters, units and pickets. These critics say that Nawaz Sharif had, right from the beginning of his yet another innings, favoured operations against terrorists but the Army had opposed it. It was when the Army was on the receiving end that its top brass ordered operations against the terrorists. Do these repeated ceasefire violations serve as a warning to Modi telling him to resume bilateral talks for settling the ticklish Kashmir issue ? Well it can be one of the reasons but the other factor responsible for these violations is the plan of the Pak army to carve out a safe passage for militants, who have been brought on the launch pads across the LOC and the IB, for sneaking into Jammu and Kashmir. Agencies across the border are aware of the dwindling man power and weapons among the militants operating in Jammu and Kashmir. These agencies believe that marked drop in the level of violence is the result of weak man power and lack of weapons and ammunition. Hence by trying to create a passage for militants keen to cross into Jammu and Kashmir Pak troops open fire on Indian posts and pickets to distract the attention of Indian troops. These agencies have failed in their mission which is evident from marked decline in the rate of ingress of militants during the last over two years. But ingress bids are being made right from Gurez to Uri to Poonch to Rajouri to Akhnoor to Kathua. In fact agencies across the border are keen to push groups of militants into Jammu and Kashmir so that they could help guntotting youth in Kashmir to enforce poll boycott during the Assembly election for which separatists have given a call. If not anything else these ceasefire violations have simply instilled scare among border villagers who have been advised to stay indoors after the dusk. These border villagers are haunted by the events of 1999-2002 when several thousand villagers had to flee to safer places. For several years they had to live a refugee life in tents and thatched huts. And gradually an opinion is developing in the border areas of Jammu and Kashmir favouring measures that would silence Pak gunners. These people want New Delhi to either resume the process of dialogue or hit back with full force and fury. However, the ball is in the court of Pakistan after New Delhi has made it clear that talks and terror cannot coexist. If Pakistani troops continue to violate ceasefire New Delhi will get an opportunity for keeping the process of dialogue suspended for an indefinite period. |
