Financial crunch deepens as PC withholds plan allocations

SRINAGAR, Aug 6: The state of Jammu and Kashmir has been gripped by worst ever economic crisis as the Planning Commission of India hasn't yet come out with the plan allocations for the state thus affecting many projects. It has hampered the developmental process and also on account of this, the people of the state face a number of problems.
The reluctance of the Planning Commission to provide funds to the state have brought developmental activities to a grinding halt. This has handicapped the Government, which hardly manages its employees though many low ranks continue to suffer. It has also taken a heavy toll on the fruit industry of the state which is on the verge of collapse.
"We are bearing the brunt of the financial constraint as faced by the state. We have already suffered heavy losses as we haven't received any compensation from the Government since our orchards have been badly affected by the disease to the fruits this year," said Mohammad Shafi from Sopore while talking to the Early Times.
It is almost three months before that the newly elected Government at the Centre took oath but hasn't till date announced any financial allocations for the state. The state coffers are dry and haven't anything to offer to the commoners, from businessmen to the contractors.
"As a contractor I have executed many works which were allotted to through tenders. But to my disappointment, the bills of these works are still pending with the department as the authorities say that due to the delay in the financial assistance from the Central Government that they can't meet our demands as of now," said Bashir Ahmad, who is a contractor from the district Budgam.
Bashir went on saying that this particular situation has created a lot of problems for him at home and outside as according to him he is unable to meet the personal demands and the demands of his family members. Bashir says that there are many people like him who find them in a very tight situation these days.
This is not the case with the contractors only, laborers and the skillful have also begun to feel the heat of the delay in the allocation of the financial allocations from the Central Government and many such persons are sitting idle these days.
This has created a serious problem for the coalition Government as they can't complete the half finished projects nor can they undertake the new ones. Leave aside undertaking the new projects, the Government has not been able to macadamize even a single patch of road in the state particularly in the Valley where climatic conditions offer limited time for the completion of the works like the macadamization.
