CSC to meet today to finalise recommendations
Regularization of casual labourers, daily wagers:

SRINAGAR, Oct 13: The Cabinet Sub Committee on regularization of near about 40000 labourers is likely to take a final call on the fate of these poor people in a crucial meeting scheduled for tomorrow.
Sources in the Civil Secretariat told ET today that CSC headed by Finance Minister AR Rather is meeting here tomorrow to finalise its recommendations. Sources said that CSC has also been empowered to devise a mechanism for engagement of 43000 more casual laboures in departments like PHE, Irrigation and Flood Control, PDD, R&B, Floriculture, Horticulture and other departments.
Sources said that there are sharp differences among the CSC members on perception of regional discriminations. While CSC members from Kashmir region have been arguing that the maximum number of casual laboures/ daily wagers engaged since 1996 belong to Jammu region while as the members from Jammu region say that out of total 23500 casual laboures/daily wagers regularized since 1994, 23000 are from Kashmir division and only around 500 from Jammu.
When contacted Minister for PHE, Irrigation and FC, Sham Lal Sharma told ET that the CSC will meet tomorrow at 3PM to take a final call on the issue." There is little time left and the Government has to expedite the regularization process.
On regional disparity, Sharma said no doubt the numbers in the list are more from Jammu region but since 1994 Kashmir versus Jammu ratio is 13:1. "As against 13 Kashmiri casual laboures/daily wagers only one from Jammu was regularized," Sharma said.
He said that his department alone needs 48000 casual laboures/daily wagers to man the water supply schemes. He said that under norms the department needs one lineman for 3 kilometers. In Jammu region the water supply schemes pass through long but difficult terrains while as in Kashmir division the area is far below than Jammu.
Sharma, however, said that while devising a mechanism for regularization and engagement of daily wagers CSC will take care that regional imbalances are removed.
He said that the poor daily rate workers should be now regularized.
He said now the Government has owned all the daily wagers and casual labourers engaged from time to time on recommendations of the political establishment and the hiccups have been removed.
