Transfer industry must stop for fair elections in J&K | | | ET Report jammu, Oct 13: Now that the State is readying for Assembly elections what is most important that the democratic exercise must be carried out in such a manner in which nobody can interfere with the expression the voters intend to give to their mandate. What must be checked by the ECI is that the transfer of State Government officials including those in the police and the district administration in not carried out so that the ruling party candidates are able to use the official machinery to their advantage. Certain ruling party politicians have given elaborate lists of blue-eyed persons so that these are posted to places where they can benefit the politicians. The ECI is holding a full commission meeting on October 20 to discuss the report prepared by the 3-member committee headed by Deputy Election Commissioner Vinod Zutshi. Authoritative sources told ET that announcement to this effect will be made by the Chief Election Commissioner VS Sampath after October 20. Same sources confirmed that elections would be held in J&K in December with the first phase being held in areas those get early snowfall. Gool-Gulabgarh in Ramban, Inderwal in Kishtwar, Bhaderwal in Doda, Gurez in Bandipora, Zanskar and Kargil in Kargil and Leh and Nubra in Leh districts would go to polls in the first phase. The State Chief Electoral Officer has already issued a notification in consultation with the ECI designating all District Magistrates and District Election Officers in the State. Except for the ruling NC all other political parties have favoured holding of elections in time and opposed its postponement. The ruling party has opposed the elections, but interestingly all the state administration top brass including civil and police have said they are ready to conduct the democratic process. Change at the political level is inevitable and it is rightly argued that the massive relief and rehabilitation exercise can best be carried out by a Government that has a clear 6-year mandate to rule the state. The Central Government will also have to support the rehabilitation exercise supervised and carried out by a Government that has a clear mandate from the people. The state administration will have to behave in a non-partisan manner so that elections are carried out in a free and fair manner. It is therefore important that elections have to be transparent in their conduct and also transparent in their appearance. For this to happen the first thing that the ECI does is to ensure that no politician is able to misuse the official machinery to cast a shadow on the election process. Any State Government officer who is to have known political affiliation or would benefit from the victory or defeat of a contesting candidate. |
