Early Times Report Jammu, Nov 4: Notorious for dumping the honest and promoting the corrupt, the integrity of National Conference led coalition Government is once again under scanner as Secretary Higher Education department Sheikh Mushtaq Ahmed, against whom Housing and Urban Development Department had reportedly sought a department enquiry, he has been elevated as member Jammu and Kashmir Public Service Commission (JKPSC). Sources informed Early Times that nearly one month back, the Housing and Urban Development Department (HUDD) had identified the then Commissioner of Srinagar Municipal Corporation (SMC) Sheikh Mushtaq Ahmed as delinquent officer involved in POL (Petrol Oil Lubricants) scam, but recently his name was forwarded by Government for his appointment as member of JKPSC. "Nearly one month back, the HUDD authorities had requested General Administrative Department (GAD) to initiate departmental probe against Sheikh Mushtaq Ahmed, for his involvement in the scam", sources said, adding that GAD was aware of the matter but despite the fact, same has been elevated as member of JKPSC. Sources said that according to file send by HUDD to GAD, the name of Sheikh Mushtaq Ahmed, the then Commissioner SMC was surfaced and it has been maintained that he was among the officers, who had facilitated the illegal issuance of the POL (Petrol Oil Lubricants) to the vehicles of Deputy Chief Minister. Moreover, Chief Minister had also allegedly shown resentment against the working of Sheikh Mushtaq Ahmed as Mission Director RUSA. Early Times in its report of August 1, had reported that on 3rd of July, Secretary to Higher Education Department Sheikh Mustaq Ahmed was given the additional charge of Mission Director RUSA but on August 1, as per the Government order No 830-GAD of 2014, he was relieved from the additional charge of RUSA Mission Director. He was replaced allegedly on the instructions of Chief Minister Omar Abdullah, following a difference of opinion on a proposal, which was forwarded by the Mission Director (Sheikh Mushtaq Ahmed), in the second meeting of State Higher Education Council (SHEC) held on July 23, 2014, which was also attended by Higher Education Minister Mohammad Akbar Lone. "Chief Minister Omar Abdullah was the chairman of SHEC, while Higher Education Minister Mohammad Akbar Lone was vice-chairman. The financial powers in SHEC are with Chairman but on the instructions of higher ups, the Mission Director RUSA, Sheikh Mushtaq Ahmed had allegedly tabled a proposal to give financial powers to the vice-chairman", ET had reported, while claiming sources. As Mission Director, Sheikh Mushtaq had also allegedly engaged a consultant Fayaz Ahmed on its own, while for engagement of another consultant, a proposal was sent to General Administrative Department (GAD), ET had reported. "CM was also irked over the RUSA Mission Directorate's move to engage a consultant without forwarding the proposal to GAD, ET had reported, quoting sources. Sources said it was also reported that Sheikh Mushtaq Ahmed, who was scheduled to be retired in December 2014, had been trying hard to retain the post of Mission Director, so that he would enjoy benefits of Government job even after his retirement but he was replaced, ET had reported. Interestingly, the influence enjoyed by Sheikh Mushtaq could be gauged from the fact that his name was cleared by GAD for his appointment as member Jammu and Kashmir Public Service Commission, hinting towards a strong nexus. |
