Incharge making merry; HRD Ministry unable to speed up appointments

Jammu, Dec 6: Created to strengthen higher education in Jammu and Kashmir, both the Central Universities of Jammu and Kashmir regions are functioning without permanent Vice-Chancellors.
Central University of Jammu is being run by Prof. Devanand Padha, brother of ex-ABVP leaders Prof. Naresh Padha, who had gone all the way from University of Jammu to force Registrar to handover the charge to his brother. Not only this, sources said that Padha has been telling one and all that he is among the top contenders and if all goes as per plan, he would be assigned the job of Permanent VC of the Central University (CU) of Jammu.
Padha, according to insiders has become ineligible to hold the post after the confirmation of Prof. R.L. Bhat as permanent faculty member yet he continues as acting Vice-Chancellor (VC) of Central University of Jammu. On the other hand, Central University of Kashmir (CUK) is being run by officiating Vice-Chancellor Prof. Mehraj-ud-Din. UPA government has constituted a panel for the appointment of the VC of Central University but the same was scrapped once BJP took over.
The search-cum-selection committee for appointment of a VC to the CUK was set up by the preceding UPA-II under then HRD minister Pallam Raju. It had on board eminent academicians which included Jawaharlal Nehru University's VC Prof S.K. Sopory, former Director of IISC, Bangalore, Prof. P. Balram and a known academician Prof. Radha Kumar. They had even finalised candidates for the post of Vice-Chancellor of Central University (CU) of Kashmir but the same were rejected by the HRD ministry who instead decided to frame a new panel.
The same is yet to be constituted. Apart from issuing advertisement, HRD ministry has not done much to appoint new VCs for the two Universities. For reasons best known to it, Union Human Resource Development ministry is maintaining complete silence over starting the process for the appointment of VCs for both the universities. If the sources are to be believed, HRD ministry has received more than 100 CVs of eligible candidates for the two universities.
They added that the CVs are being scrutinised so that ineligible ones are shunted out and the race is left open for the eligible ones only. Sources said that HRD ministry which has recently got two new ministers with one looking after Higher Education exclusively is likely to initiate the process of appointment after the assembly elections in the state are over. They said that the ministry has been advised by the Prime Minister's office not to allow the appointment to look as catering to any particular vote bank or a decision taken in jiffy for the satisfaction of a few.
They have been further told to choose best man to run the university and not merely one who claims proximity with BJP and its leadership. PMO has asked the HRD ministry not to go merely by what the applicants are claiming in the CVs and instead, allow the committee to do its work and choose best people to head the two universities.
