Major stake holders resorted to horse-trading unsuccessfully

Srinagar, Dec 29 : As the contours of government formation in Jammu and Kashmir appear hazy with BJP and PDP trying hard to hammer out a workable arrangement, the startling revelations about the major political parties indulging in horse trading have come to the fore.
While on one hand speculation continued over PDP, with 28 members in the 87-member Assembly, either tying up with BJP having 25 members, there are reports that the major stakeholders, PDP, BJP, Congress and National Conference- all trying to purchase the members in such numbers that the disqualification on grounds of defection may not apply on them.
It was learnt from the reliable sources that all the four major political parties resorted unsuccessfully to the times-tested machination of horse trading as soon as the results were out.
Sources said that people in both National Conference and Peoples Democratic Party and also the congress tried their best to create defection within their own parties.
Given a stringent anti-defection law in place, the efforts could not bore results and the leaders interested in such a game were left with no option but to toe the party line on government formation.
Sources said that a NC leader was in close touch with the PDP leadership to engineer defection within his party and latter merge with PDP. However, he could not break-away the required numbers and the plan failed.
The Anti-defection law states that the merger of the original political party of a member of a House shall deemed to have taken place if, and only if, not less than two-third of the members of the legislative party concerned have agreed to such merger.
Sources said even in PDP few newly elected members were ready to defect, however, they could not get the required number to facilitate such defection not warranting disqualification.
Sources said that some senior leaders of NC, PDP, and Congress who are highly ambitious wanted to tie-up with BJP to rise to the chief minister's chair.
Sources said that few newly elected NC members were ready to side with PDP, however, they too not get the requisite numbers for such defection. As per the anti-defection law at least 19 members of PDP should be ready to cross the sides while as ten out of 15 members of NC can defect to merge with PDP or form their own party.
Sources, said, the congress party with 12 members is more prone to defection given the fact that the elected members are either the first timers or the juniors without holding any responsibility.
Sources said a senior PDP leader tried his best to facilitate defection of Congress members but failed at the eleventh hour. Sources said the anti-defection law passed by the Ghulam Nabi Azad led government in 2006 saved the congress party from the defection.
However, a senior PDP leader while refuting the reports said that the party never tried to defect members from other parties. "We will follow a democratic process for government formation in Jammu and Kashmir and that no "horse-trading" will take place" said the PDP leader.
As for the BJP, sources said, the party successfully roped-in three or four independents besides two members of Peoples Conference of Sajad Gani Lone. However, it was not immediately known whether the party purchased the members against cash or kind viz promise for ministerial birth.
Meanwhile the silence of the PDP to the overtures of the BJP and the Congress has left both the national parties guessing. PDP revealed nothing for the seventh day today except to say the "interests" of every region of the state would be "valued" before any decision is taken.
