ETT scam: HC warns BOSE authorities over non-cooperation with investigation | | | Early Times Report
Srinagar, Dec 29: The J&K High Court today asked State Board of School Education to cooperate with Crime Branch investigation into the scam involving Elementary Teachers Training Course in the state. "We direct the Secretary BOSE to provide all necessary assistance as required by law to the investigating agency," said a Division Bench of the court comprising Justice Muzaffar Hussain Attar and Justice Ali Mohammad Magrey while hearing a Public Interest Litigation. "It is made clear that in case the BOSE-Authorities will not effectively co-operate with the Investigating Agency, it would be deemed that there is dereliction of duty on the part of the BOSE-Authorities and they will be held liable for contempt of Court in not implementing the court orders," the bench said. The directions by the court followed perusal of a status report filed by Inspector General of Police Crime Branch stating that pace of the investigation into FIR 36/2013 registered with CB Jammu has slowed down because of the non-cooperation of the Authorities of BOSE. Meanwhile, the court granted five weeks time to the Crime Branch for retrieving, reconstruction of the record and for taking effective steps for conducting investigation of the case, FIR 27/2013 registered with Crime Branch Kashmir. "Since the issue is of considerable public importance, we impress upon the Inspector General of Police, State Crime Branch to advert and focus his attention on the investigation of this case," the court said. In its status report the Crime Branch has stated that the enquiry, conducted by the BOSE, reveals that the Elementary Teachers Training Course, conducted by the ETT Colleges, is a big scandal, where hundreds of crores of rupees are given and taken as bribe and almost all concerned people are involved In the loot. The report also stated that no on the time registration is made, no classes are conducted and even no hostel facilities are available. The candidates are lured and huge amount, ranging from Rs 45000 to Rs 80,000 is received from each student. The Report further projects that this scandal is run by mafia in league with top brass of the Board. It is further mentioned in the report that on the basis the facts, case F.I.R No. 27/2013 has been registered in police station, Crime Branch, Kashmir for alleged commission of offence u/s 5(2) PC Act read with 420,468,471 RPC. It is also stated in the report that some of the record submerged in the recent floods and the crime branch authorities have undertaken the exercise to reconstruct the CD file along with the seized documents. |
