Authorities acting as mute spectators with illegal constructions coming up across Kashmir | | | Shakeel A Khan

SRINAGAR, Jan 9: The authorities seem to be waiting for another flood to strike the valley and only after that they can act against the defaulters who have encroached upon the embankments of the rivers and streams. In the absence of a comprehensive policy, the haughty and selfish persons are on the job to raise constructions in the flood channels. The construction of the houses and shopping complexes is going on unabated despite the court orders in place to clear the flood channels of all illegal constructions. Even the agricultural land is fast losing the area on account of these illegal constructions. People are surprised to see that Irrigation and Flood Control department has failed to check the illegal constructions, not to talk about the demolishing of the already existing constructions. "The Irrigation and Flood Control department is either unable to check the unprecedented constructions, illegal though or it is not willing to act. It appears that the department hasn't learnt a lesson from the nature's fury that struck the valley in the September last year," said Khazir Mohammad from Bemina. Khazir says that he fails to understand as to why the department is not coming to the terms since there is very serious job on its hand. "It can rain as heavily as it rained in the September last and the people of the valley may have to face yet another wrath of the nature as the department has done nothing over the months to improve the holding capacity of the rivers, rivulets and of course of the flood channels." Thousands of houses got collapsed in the record breaking flood last year and there is no harm in reconstructing them but that should be governed by the laws. Nobody should be allowed to flay the norms, which is reported on the daily basis from almost all parts of the valley. "After the devastating floods we had hoped that the better sense might prevail on people as well as in the authorities but the illegal constructions are going on from North to South. The authorities are behaving just like mute spectators and doing nothing," said Shabir Ahmad and Tariq Ahmad from Ganderbal and Pulwama respectively. Chief Engineer, Irrigation and Flood Control department Javed Jafar clarified that it is not true that the department is doing nothing to prevent the encroachments and illegal constructions. He in fact the department has intensified the drive against the defaulters to minimize the chances of floods in the future. "It is hereby requested the people who have encroached upon the embankments of the rivers and the flood channels and have raised the structures, to cooperate as it is in the interest of all the people. They must demolish the structures themselves or the department will act in a tough manner," said the Chief Engineer. |
