Ladakhis demand UT, PK reorganization | Unity of J&K under threat | | Rustam Early Times Report JAMMU, Jan 9: The existing politico-constitutional arrangement in J&K has failed to produce the desired results, as it is fundamentally Kashmir-centric as well as one-community-centric. It has resulted in the political neglect of Jammu and Ladakh and created a situation in the Valley that is not conducive for the minorities. In fact, the miniscule minority of Kashmiri Hindus and many Sikh migrated from the Valley 25 years ago to become refugees in their own motherland. The worst part of the whole situation has been that the leadership in Kashmir has always insisted on a dispensation that is different from what it exists in the rest of the country. The result is that there is widespread discontent and disaffection not only in Jammu and Ladakh but also in the refugee camps housing internally displaced Kashmiri Hindus. On Thursday, two important developments took place. In Ladakh, a prominent Ladakhi leader urged the Union Government to concede the age-old demand of the Ladakhis for Union territory status for their trans-Himalayan region. He said the people of Ladakh are against Article 370 as it has only eroded their distinct identity, denied them their due share in the state's polity and economy, helped the Kashmiri leadership promote secessionism and communalism in the Valley and weakened the Indian position in the state. "The Ladakhis want a dispensation that is within India and under the Indian Constitution sans Article 370. This is the only solution to the problems facing the people of Ladakh," he said, adding that "the people of the region have been struggling for UT status since decades, but with no result, and that "they would not accept anything other than the UT status". The other development was the demand put forth by the premier organization of the internally-displaced Kashmiri Hindus for the reorganization of the state. "Kashmiri Pandits look to (PM) Narendra Modi with great hope and optimism. It is the Government of India's responsibility to create a new dispensation as demanded by Panun Kashmir," said a spokesperson of Panun Kashmir, adding that "the structural reorganization of Jammu and Kashmir in the larger framework of the reorganization of the state is a political necessity". "It is to this dispensation the entire displaced community would return to live on permanent basis. Till then Kashmiri Pandits need to keep up their struggle," the PK spokesperson said. Significantly, the arguments advanced by the PK and the Ladakhis are similar. It is time for the Kashmiri leadership to appreciate the contradictions in the political perceptions of the people inhabiting different regions. It is a must failing which things could assume alarming proportions in the state. They should remember that the inter-regional relations in the state are far from normal. |
