JK put under Governor's rule 6th time since 1977 | | | Bashir Assad Early Times Report Jammu, Jan 9: After receiving concurrence from the President of India, under section 92 (5) of the Constitution of Jammu and Kashmir, Governor, N N Vohra, issued a Proclamation under Section 92(1) of the Constitution of Jammu and Kashmir today and placed the state under Governor's Rule, an official spokesman said. Pertinently, the Governor N N Vohra had submitted a detailed report on the stalemate about the government formation to the President last night stating that Omar Abdullah had requested him to relieve him of the post of caretaker Chief Minister. The report contained some suggestions including the option of a spell of Governor's rule in the wake of no party getting the required numbers to form a government after the highly-fractured verdict in the Assembly elections, official sources said here. Subsequent to the conduct of elections to the State Assembly, in November-December, 2014, and declaration of results on December 23, 2014, the outgoing Chief Minister Omar Abdullah had tendered his resignation on December 24, 2014. The Governor after accepting Omar's resignation had requested Omar to continue as caretaker Chief Minister till the next government is formed. In the past two weeks the Governor held consultations with the PDP and BJP leaders and sought their feedback about the government formation in the state. However, none of the parties came forward to stake the claim to form the next dispensation in the state. Soon after his return from London earlier this week, the NC working President Omar Abdullah informed the Governor N N Vohra that he has decided to step down as the caretaker Chief Minister of J&K with the immediate effect. "As none of the political parties have so far staked their claim to form the next government, the governance of the State cannot be carried out in accordance with the provisions of the Constitution of the State. Consequently, with the approval of the President of India, Governor's Rule has been imposed in the State under Section 92(1) of the Constitution of Jammu and Kashmir with effect from January 8, 2015," the official spokesman said. After the Governor N N Vohra met the Union Home Secretary Anil Goswami in New Delhi the Union Home Minister Rajnath Singh forwarded Vohra's report to the Prime Minister's Office for necessary action. President Pranab Mukherjee is understood to have given his concurrence for Governor's rule which has been imposed in the state for the sixth time since 1977. It is in place to mention here that JK faced a similar position 12-years ago when Dr Farooq Abdullah asked the then Governor G C Saxena to relieve him of being a caretaker Chief Minister as PDP and Congress were taking a lot of time in cobbling up numbers to form the government. Despite intervention of then Prime Minister Atal Bihari Vajpayee, Dr Abdullah refused to continue as the caretaker Chief Minister and Governor's rule had to be imposed for a fortnight from October 18, 2002. |
