XEn R&B takes RTI applicant for ride, provides wrong info | Administrative Inertia | | Akshay Azad Early Times Report Jammu, Jan 9: In a glaring instance of administrative inertia Executive Engineer Roads and Building Department Kathua has furnished irrelevant information under Right to Information Act to the applicant and that too after charging double fees from him. Advocate Hukan Chand, had sought information from Executive Engineer (R&B) Kathua division, of funds utilized for repairs and renovation of the road from Dayalachak to Challan in Kathua division. In response to application, Exen Kathua, Engineer KS Nathyal according to letter number 1111-12/G dated 19/6/2014 had requested applicant to despot Rs. 1800, for getting information. Surprisingly, in the same letter the Executive Engineer had also written: "Since RTI contains 450 pages and applicant is requested to despot Rs. 2/page, 450X2X2= Rs. 1800in full so that reply to the RTI is prepared and submitted accordingly." Though, according to RTI Information Act 2009, the fee charged for per page is Rs 2 and for 450 pages the applicant had to pay only Rs 900. However, the applicant was asked to deposit Rs. 1800. "When I deposited Rs. 1800, I had thought that the pages will be printed on both sides but I was surprised to find that most of the information was irrelevant and pages are printed on one side," Hukam Chand said. Criticizing the R&B division Kathua, he said that most of the information was totally irrelevant. "I had sought information of Dayalachak Challan road but R&B division had also furnished information of ground leveling works in Government Degree College (GDC) Kathua", he informed. "Initially they sought Rs 1800, just to prevent me from taking information but when I deposited money, they gave wrong information only to confuse me, so that the misdeeds of officials remain under the carpet," he said. He alleged that the Dayalachak Challan road was a golden goose for R&B officials, that is why they provided wrong information as they have failed to complete the road in past ten years. |
