Need for sustained operations against terrorists in Pakistan | | | Terrorists, operating in Pakistan,keep on shifting their targets for attack.If it was the Army school in Peshawar the latest on the radar could be the Delhi-Lahore bus service.The reason is to promote tension and conflict between India and Pakistan. These terrorists,especially the Taliban, seem to be averse to cordial ties between New Delhi and Islamabad. These terrorists believe that increase in conflict and tension between India and Pakistan could help them(terrorists) to enjoy the upper hand because the Army in Pakistan would remain engaged in meeting challenges from India.This would leave no time and opportunity to Pakistan Army to launch operations against the terrorists. Knowing that once they attack the passengers travelling between Delhi and Lahore it would enrage New Delhi forcing India to snap even diplomatic ties with Pakistan.Whereever terrorists have surfaced these terrorists have been enjoying the upper hand in those countries where the level of political instability is quite high.And in order to create scare among people so that they receive full cooperation from the people. With this aim terrorists have threatened to target the Delhi-Lahore bus, popularly known as 'Sada-e-Sarhad',Following this threat Pakistan Government decided to restrict its movement to Wagah on the Pakistan side.The bus, which commenced its service in 1999 with an aim to improve bilateral relations and people-to-people contact between two estranged nations, will not go beyond Wagah, in view of continued terror threats by Pakistan-based militant groups. The bus would cross over to Pakistan through the Attari-Wagah land route, but it would not go beyond Wagah on the Pakistan side.The Pakistan Tourism Development Corporation (PTDC), which operates the bus on the other side of the border, has shifted its operations from Lahore to Wagah.Passengers travelling from Lahore and Nankana Sahib will now have to board the bus at Wagah. Similarly, passengers from Delhi would disembark at Wagah, for their onward journey on different vehicles. These restrictions may affect the flow of people to people contact as they were bound to cause a lot of inconvenience for the passengers.But the terrorists have least interest in the comforts and well being of people.Their job is to spill blood. Their aim is to survive on political confusion and controversy. Of late terrorists have raised their head in Pakistan after they found that the Government and the Army were not keen to launch operations against them.Whether under the US pressure or under the pressure mounted by people in Pakistan the Army has launched operations against terrorists,especially the Taliban,in the Waziristan belt. These operations,carried out intermittently, have not proved effective in taming terrorists or in ending the menace of terror despite the fact that about 3,000 terrorists had been eliminated during the last one year in these operations launched by the Army. Experts opine that Islamabad has to adopt a twin strategy folr tackling the menace of terror. First, the Army has to be told to launch multi-dimensional and sustained operations against terrorists not only in Waziristan belt but in all those areas where the Taliban have carved out safe sanctuaries. Secondly,let the state actors, including the Army and the ISI,close all the arms training camps meant for imparting arms training to militants in Pakistan and occupied Kashmir. Those who are in the training camps have to be detained and those who have already received arms training need to be arrested and kept in jails.This would prevent the Taliban and the Al Qaeda from getting added man power from Pakistan.Once these camps are shut efforts need to be taken in hand under which the soil of Pakistan was not used for exporting terror to India.Once it happens New Delhi would feel encouraged in reopening the channels of dialogue.And Nawaz Sharif should know it that Modi's announcement that terror and talks cannot coexist has to be reciprocated if he wants ties between India and Pakistan to improve. |
