Kupwara official website without RTI, PSGA Portal | | | S.Tahir-Ul Haq Early Times Report
kupwara, Feb 5: The official website of Kupwara district is without RTI and PSGA portals. The Jammu and Kashmir Right to Information Act, 2009 came into force on 20 March 2009, and it is intended to provided citizens a legally mandate mechanism for obtaining government records. It is one of the most powerful tools for promoting transparency and accountability in the working of every public authority with an objective of ushering in good governance. Sources told Early Times that, " the official website of District Kupwara is still without Right to Information Act (RTI) and Publlic Service Guarantee Act( PSGA) portal and other related links as, RTI Act is almost touching its 6 years of implementation in the state. Kupwara district's official website is maintained under the control of District Magistrate Kupwara having yet not links of RTI Act and related material which is mandatory under section 4 of RTI Act, said sources. The irony is photograph of D.C has not been changed on the official website yet, which speaks a volume of callous attitude of the concerned officials. "Public Service Guarantee Act is also not available on the Kupwara District's official website. Common masses of the district lacks awareness of RTI and PSGA, Sources informed. At the end of the day common man suffers a lot, he is being pushed to the wall to get the information under RTI Act and PSGA which is not totally preferred by all the officials of district. Sources said that General Administration Department (GAD) is now stressing more imputes and attention towards information under the RTI act in promoting transparency in the system. A P.hd Scholar from Kupwara district says that is it true that we cannot access information of various schemes under RTI as the official website has never updated it since its implementation. Whereas matter of the fact is, 'To provide simple category certificate or Permanent Resident Certificate (PRC), officials of the revenue department takes months where as this work should be done within fifteen days or a month, which shows itself that less importance is being given to these issues, basically corruption has rooted strong in the district, Scholar said. However in past the Deputy Commissioner's who were posted in District Kupwara from March 20, 2009 till last month have never bothered to keep RTI portal and related material updated on the official website of District Kupwara www.kupwara.nic.in . Early times spoke to RTI Activist Rasik Rasool about this very serious issue who said that, " it is very sad on part of district administration that they have not updated the official website so for. Even though in past I took up the matter with the concerned stake holders but they have given deaf ear towards the issue, said Rasik. Rasik says that Proactive disclosures like citizens charters board of various schemes like National Rural Health Mission (NRHM) Sarva Shiksha Abhiyan (SSA) and other central or state sponsored schemes are either not available or not up to the mark in all functionaries of whole district. He said that I will take up this issue with the District Magistrate Kupwara, Kumar Rajiv Rajin to keep RTI and PSGA portal and other related material on website and speedy implementation of section 4 of RTI Act. |
